St.LucieUnit1DocketNo.50-335ProposedLicenseAmendmentLTOPReuirementsforPower0cratedReliefValvesGL90-06L-94-153Attachment2Page3of5EvaluationLTOPisprovidedbythePORVsonthepressurizer.IfanRCSpressuretransientoccursduringlowtemperatureoperations,thePORVsaresetatpressuressufficientlylowtopreventviolationof10CFR50,AppendixG,heatupandcooldowncurves.TheprotectionrangeandPORVsetpointsselectedforLTOPweredeterminedbypreviousanalysesandapprovedbytheNRCviaissuanceofAmendmentNo.104(6/11/90)totheSt.LucieUnit1(PSL1)operatinglicense.Thechangesproposedbythissubmittaldonotalterthebases,conclusions,ortemperature/pressurerangeofthepreviouslyapprovedanalyses;nordotheyaltertheLTOPsettingswhicharespecifiedintheexistingLCO3.4.13.StudiesperformedforGI-94showthatpressuretransientswhichhavechallengedtheLTOPsystemsatnuclearpowerplantshaveoccurredwithRCStemperaturesintherangeof80'Fto190'F.TheNRCstaffconcludedfromthesestudiesthatimprovedadministrativerestrictionsinvolvingAllowedOutageTimes(AOT)forinoperableLTOPequipmentshouldbeextendedtoincludeMODES5and6whentheheadisonthereactorvessel,andtheRCSisnotalignedthroughanappropriateventpath.TheproposedamendmentextendsAPPLICABILITYofTS3/4.4.13totheplantconditionsthatareconsistentwiththestaff'sconclusionanddoesnotdeviatefromtheguidanceinGL90-06.ExistingTS1.16definestheLowTemperatureRCSProtectionRange.Withinthisdefinition,theRCSdoesnothavepressureboundaryintegritywhentheRCSisopentocontainmentandtheminimumareaoftheRCSopeningisgreaterthan1.75squareinches.Suchanopeningislargerthantheminimumorificearea(1.354squareinches)ofonepressurizerPORV.LTOPanalysesforPSL1demonstratethatonePORV,inconjunctionwithexistingTSconstraintsonhighpressuresafetyinjectionpumpoperabilityandreactorcoolantpump(RCP)starting,hassufficientflowcapacitytomitigatetheworstcasemassandenergytransientsconsideredreasonableduringtheapplicablemodes.Therefore,theminimumventsizespecifiedbytheproposedLCOisappropriatefortheLTOPrange.TwooperablePORVsprovideredundancyforthepurposeofsatisfyingsingle-failurecriteriaassociatedwithLCO3.4.13.InMODE4,ACTION-aallowsa7-dayAOTtorestoreaninoperableLTOPchanneltooperablestatusbeforeotherremedialactionswouldhavetobetaken.Sevendaysisconsideredacceptablebasedontheverylowlikelihoodofanactivefailureoccurringintheoperablevalve St.LucieUnit1DocketNo.50-335ProposedLicenseAmendmentLTOPReuirementsforPower0cratedReliefValvesGL90-06L-94-153Attachment2Page4of5pathduringthisperiodoftime,andconsideringthetransientmitigationcapabilityofasinglePORV.InMODES5or6,ACTION-bprovidesaddedassuranceofLTOPavailabilitybyreducingtheAOTforasingleinoperablechanneltoonly24hoursbeforeotherremedialactionsarerequired.ThismorerestrictivelimitwillimproveLTOPavailabilityundercertainplantconditionswhen"thepotentialforanoverpressuretransientishighest".TheproposedactionstatementsdonotdeviatefromtheguidanceinGL90-06.IftheinoperableLTOPchannelcannotberestoredtoOPERABLEstatuswithintheAOTspecifiedinACTION-aorACTION-b,theRCSmustbedepressurizedandventedwithinthenext8hours.Thecompletiontimetoplacetheplantinthisconditionisreasonable,consideringthetotaltimefromthepointofenteringtheactionstatement(176hoursinMODE4or32hoursinMODES5or6)andoperatorawarenessoftheadministrativecontrolrequirements.ThisAOTforasingleinoperablePORVdoesnotdeviatefromtheguidanceinGL90-06.IfbothPORVsbecomeinoperable,proposedACTION-crequirescompletionofallremedialactionswithin24hours.ThisAOTislongerthanthe8hoursrecommendedinGL90-06.SinceACTION-cappliestoMODE4as-well-asMODES5and6,andsincethespecifiedintervalrepresentsthetotaltimeallowedtocompletetheactionfromtheinstanttheapplicableconditionisdiscovered,FPLconsiderstheGL90-06recommendationtobeimpracticable.Basedonplantoperatingexperience,an8-hourperiodisnotconducivetoachievinganorderlyandcontrolledcooldown-depressurizationandwouldunnecessarilyincreasetheriskassociatedwiththistypeoftransient.Inaddition,theproposed24hourintervalisinagreementwithotherexistingPSLlspecificationswhichrequirecooldownanddepressurizationthroughtheMODE4range.FPLbelievestheproposedactioncompletiontimesatisfiestheintentofGL90-06.TheactionsproposedforLCO3.4.13alsoprovideforongoingverificationoftheventpathway(ACTION-d),specialreportingrequirements(ACTION-e),andexclusionfromtheprovisionsofTS3.0.4(ACTION-f).TheseactionstatementsdonotdeviatefromtheguidanceinGL90-06andthebasesforthegenericrequirementsareapplicabletoSt.LucieUnit1.TheproposedSURVEILLANCEREUIREMENTSdonotdeviatefromthoserecommendedinGL90-06.The72hourfrequencyforPORVISOLATIONVALVEOPENpositionverificationisreasonable,consideringthatremotepositionindicationisavailableinthecontrolroom;andthatalarmannunciationwilloccurifaPORVisolationvalveisnot St.LucieUnit1DocketNo.50-335ProposedLicenseAmendmentLTOPReuirementsforPower0cratedReliefValvesGL90-06L-94-153Attachment2Page5of5fullyopenintheLTOPrange.TheCHANNELFUNCTIONALTESTwillverifythatthePORVliftsetpointsarewithintheLCOlimitsonaperiodicbasis.The31dayfrequencyisconsistentwiththatoffunctionaltestsperformedonothersafetysystems.SincePORVactuationcoulddepressurizetheRCS,valveoperationisnotrequiredforthistest.TheCHANNELCALIBRATIONistheadjustment,asnecessary,ofthechanneloutputtorespondwiththeproperrangeandaccuracytoknowninputsignalsandisperformedpursuanttoTS1.4.Thespecifiedfrequencyof18monthsisconsistentwithothercalibrationsofthisnature,andwithPSL1refuelingoutageschedules.ThePORVsaretestedpursuanttotheInserviceTestingProgramwhichisreviewedandapprovedbytheNRC.Basedonplantoperatingexperience,FPLconsiderstheproposedsurveillancerequirementstobeacceptable.InadditiontothechangesproposedforTS3/4.4.13,existingSt.LucieUnit1TSimposerestrictionsonthenumberofoperablesafetyinjectionpumps(TS3.5.3)andtheconditionsforstartingRCPs(TS3.4.14)whentheRCSisintheLTOPrange.Theseadditionalcontrolsaredesignedtoreducethepotentialfortheoccurrenceofoverpressureeventsthatcouldbecausedbytheadditionofnon-essentialmassandenergytotheRCS,andareconsistentwiththeSt.LucieUnit1LTOPsafetyanalysis.conclusionImprovedadministrativerestrictionsinvolvingtheAOTsforPORVs,whenintheLowTemperatureRCSOverpressureProtectionRange,arerecommendedbytheNRCstafftoincreaseLTOPavailabilityandtherebyenhancesafety.ForCombustionEngineeringplants,guidanceforsuchimprovementsiscontainedinGL90-06,EnclosureB.ConsideringtheplantspecificdesignofSt.LucieUnit1,theproposedchangestoTS3/4.4.13areconsistentwithGL90-06,AppendixB.Inaddition,TShavebeenimplementedwhichlimitmassandenergyinputstotheRCSbyrestrictingsafetyinjectionpumpoperabilityandplacingrestrictionsondifferentialtemperatureforRCPrestart.Therefore,FPLconsiderstheproposedamendmenttobeacceptable.

-St.LucieUnit1DocketNo.50-335ProposedLicenseAmendmentDEZZZMINATIONOFNOSIGNIFICANTHAZARDSCONSIDERATION St.LucieUnit1DocketNo.50-335ProposedLicenseAmendmentLTOPReuirementsforPower0cratedReliefValvesGL90-06L-94-153Attachment3Page1of2DETERMINATIONOFNOSIGNIFICANTHAZARDSCONSIDERATIONPursuantto10CFR50.92,adeterminationmaybemadethataproposedlicenseamendmentinvolvesnosignificanthazardsconsiderationifoperationofthefacilityinaccordancewiththeproposedamendmentwouldnot:(1)involveasignificantincreaseintheprobabilityorconsequencesofanaccidentpreviouslyevaluated;or(2)createthepossibilityofanewordifferentkindofaccidentfromanyaccidentpreviouslyevaluated;or(3)involveasignificantreductioninamarginofsafety.Eachstandardisdiscussedasfollows:(1)Operationofthefacilityinaccordancewiththeproposedamendmentwouldnotinvolveasignificantincreaseintheprobabilityorconsequencesofanaccidentpreviouslyevaluated.ThechangesproposedforSt.LucieUnit1TechnicalSpecifications(TS)3/4.4.13aresimilartothoserecommendedbytheNRCstaffviaGenericLetter90-06forLowTemperatureOverpressureProtection(LTOP)systems.OnthebasisoftechnicalstudiesperformedforGenericIssue94,thestaffconcludedthatLTOPsystemunavailabilityisacontributortotheriskassociatedwithoverpressuretransientsduringtheshutdownmodesofplantoperation.Revisionstotheactionsrequiredandthetimeforcompletionofsuchactions,intheeventthatoneormorePowerOperatedReliefValves(PORV)becomeinoperable,providemorerigorthantheexistingspecificationsandaredesignedtoincreaseLTOPsystemavailability.TheadministrativerestrictionsdonotchangetheresultsofexistinganalysesperformedtoevaluatepostulatedaccidentsbutwillimprovetheavailabilityofsystemsdesignedtomitigatepressuretransientsthatcouldoccurwithintheLTOPrange.Therefore,operationofthefacilityinaccordancewiththeproposedamendmentwillnotinvolveasignificantincreaseintheprobabilityorconsequencesofanaccidentpreviouslyevaluated.(2)Operationofthefacilityinaccordancewiththeproposedamendmentwouldnotcreatethepossibilityofanewordifferentkindofaccidentfromanyaccidentpreviouslyevaluated.Theproposedamendmentwillnotchangethephysicalplantorthemodesofoperationdefinedinthefacilitylicense.Thechangesdonotinvolvetheadditionofnewequipmentorthemodificationofexistingequipment,nordotheyalterthedesignofSt.Lucieplant SgI St.LucieUnit1DocketNo.50-335ProposedLicenseAmendmentLTOPReirementsforPower0cratedReliefValvesGL90-06L-94-153Attachment3Page2of2systems.Therefore,operationofthefacilityinaccordancewiththeproposedamendmentwouldnotcreatethepossibilityofanewordifferentkindofaccidentfromanyaccidentpreviouslyevaluated.(3)Operationofthefacilityinaccordancewiththeproposedamendmentwouldnotinvolveasignificantreductioninamarginofsafety.TheproposedamendmentprovidesadditionaladministrativerestrictionsfortheoperationofLTOPequipment.TheapplicabilityofLimitingConditionsforOperation(LCO)involvingthePORVswillbeextendedtoincludeOperationalMODE6whentheheadisonthereactorvessel,andtherigorofrequiredactionsandactioncompletiontimesintheeventthatoneormorePORVsbecomeinoperablewillbeincreased.Consequently,theriskoflowtemperatureoperationswillbereducedandsafetyduringtheshutdownmodesofoperationwillbeenhanced.Therefore,operationofthefacilityinaccordancewiththeproposedamendmentwouldnotinvolveasignificantreductioninamarginofsafety.BasedonthediscussionpresentedaboveandonthesupportingEvaluationofProposedTSChanges,FPLhasconcludedthatthisproposedlicenseamendmentinvolvesnosignificanthazardsconsideration.
