EQUIPMENTCLASSIFICATIONANDVENDORINTERFACE(REACTORTRIPSYSTEMCOMPONENTS)PositionLicenseesandapplicantsshallconfirmthatallcomponentswhosefunctioningisrequiredtotripthereactorareidentifiedassafety-relatedondocuments,proceduresandinformationhandlingsystemsusedintheplanttocontrolsafety-relatedactivities,includingmaintenance,workordersandpartsreplacement.Inaddition,licenseesandapplicantsshallestablish,implementandmaintainacontinuingprogram.toensurethatvendorinformationiscomplete,currentandcontrolledthroughoutthelifeoftheplant,andappropriatelyreferencedorincorporatedinplantinstructionsandprocedures.Vendorsofthesecomponentsshouldbecontactedandaninterfaceestablished.Hherevendorscannotbeidentified,havegoneoutofbusiness,orwillnotsupplytheinformation,thelicenseeorapplicantshallassurethatsufficientattentionispaidtoequipmentmaintenance,replacement,andrepairtocompensateforthelackofvendorbackupandtoassurereactortripsystemreliability.Thevendorinterfaceprogramshallincludeperiodiccommunicationwithvendorstoassurethatallapplicableinformationhasbeenreceived.Theprogramshoulduseasystemofpositivefeedbackwithvendorsformailingscontainingtechnicalinformation.Thiscouldbeaccomplishedbylicenseeacknowledgementforreceiptoftechnicalmailings.Theprogramshallalsodefinetheinterfaceanddivisionofresponsibilitiesamongthelicenseesandthenuclearandnon-nucleardivisionsoftheirvendorsthatprovideserviceonreactortripsystemcomponentstoassurethatrequisitecontrolof,andapplicableinstructionsformaintenanceworkareprovided.NMP2ResonseNiagaraMohawkdoesnotcurrentlyplantodevelopaspecificlistofcomponentsthatwouldcompriseareactortripsystem.ThereactortripfunctionisaccomplishedatNineMilePointUnit2byutilizingredundantplantprocessinstrumentationthatinputtoaone-out-of-twotakentwicelogicsystem.Thesesignalsinitiateareactortrip(rapidcontrolrodinsertioni.e.scram)bydeenergizingsolenoidoperatedscrampilotvalvesthatventairfromthereactorscramvalves.Thecomponentsthatcontributetothereactortripfunctionarecontainedinseveralsystemsratherthanonereactortripsystem.Thosesystemswhosecomponentscontributetothereactortripfunctionincludethereactorprotectionsystem,reactorvesselinstrumentationsystem,neutronmonitoringsystemandcontrolroddrivesystem.Therefore,anewsystemidentifiedasthereactortripsystemwouldcauseunnecessaryinconsistencieswithexistingNineMilePointUnit2systemnomenclature.Thiswouldrequireextensiverevisiontoexistingdocumentationandtrain.ingprogramwithnoenhancementofsafety.

4.5REACTORTRIPSYSTEMRELIABILITY(SYSTEMFUNCTIONALTESTING)Position4.5.1On-linefunctionaltestingofthereactortripsystem,includingindependenttestingofthediversetripfeatures,shallbeperformedonallplants.ThediversetripfeaturestobetestedincludethebreakerundervoltageandshunttripfeaturesonWestinghouse,BEWandGEplants;thecircuitryusedforpowerinterruptionwiththesiliconcontrolledrectifiersonB&Wplants;andthescrampilotvalveandbackupscramvalves(includingallinitiatingcircuitry)onGEplants.NMP2ResonseGenericLetter83-28,Section4.5recommendson-linefunctionaltestingofscrampilotvalvesandscrambackupvalves.AtNineMilePointUnit2,thescrampilotairsystemcontrolsandsuppliesairtooperatethescramvalvesandthescramdischargevolumeventanddrainvalves.Thecontrolairissuppliedthroughtwobackupscram,andtwoRedundantReactivityControlSystem(RRCS)solenoidoperatedairvalvestothescrampilotvalves,attheindividualcontrolroddriveHydraulicControlUnits(HCU)andthescramdischargevolumeventanddrainvalves,pereachoftwoHCUAirHeaders.Thebackupscramvalvesreceivesignalsfromthereactorprotectionsystem,asdothepilotsolenoids,toeachscram,ventanddrainvalve,providingredundancyandincreasingsystemreliability.Intheeventthatthescrampilotvalvesfailtofunction,theactionofthebackupscramvalvesassurethatthecontrolrodsinsert,thus,enhancingthereliabilityofthereactortripfunction.Thebackupscramvalvesarenormallyde-energized,DCsolenoidoperatedvalves.Whenatleastonepairofchannelsensorrelaysinbothtripsystemsde-energize(oneoutoftw'otakentwicelogic),bothbackupscramvalvesolenoidsenergizeandrepositionthebackupscramvalvestoblocktheinstrumentairsupplyandexhaustthescramairheader.Thisactionalonewillcausetheinsertionofallcontrolrods.ThecheckvalvearoundbackupscramvalveBallowsthepilotairheadertobleeddownevenifbackupscramvalveBfailstochangeposition.Thus,thefailureofonebackupscramvalvetooperatewillnotpreventascram,andtheoperationofonebackupscramvalvewillcauseascramoftheonehalfofthecontrolrods.Currenttestingofthescrampilotvalvesisaccomplishedthroughtheexistingsurveillanceprogram.Thesurveillancetests,takent'ogether,functionallytestthetripsystemfromthesensinginstrument,throughthetriplogiccircuitry,tothescrampilotvalves.Thesurveillanceproceduresarewrittentotesttheone-out-of-twotakentwicelogicinsuchamannerthatthechannelsaretestedindependently.Thisallowsone-halfofthenecessarylogicto"makeup,"actuatingtheentiretripchanneluptoandincludingoneoutofthetwoscrampilotvalvesoneverycontrolrod'sscraminletanddischargevalves.
4.5.1(Cont'd)Scramtestingwillbeperformedduringeachoperatingcycle.Thisscramtimetestingdemonstratestheactionofthepilotscramvalvesandscraminletanddischargevalves.Thefrequencyoftestingisasfollows:*1.ForallcontrolrodspriortoTHERMALPOWERexceeding401.ofRATEDTHERMALPOWERfollowingCOREALTERATIONSorafterareactorshutdownthatisgreaterthan120days.2.Forspecificallyaffectedindividualcontrolrodsfollowingmaintenanceonormodificationtothecontrolrodorcontrolroddrivesystemwhichcouldaffectthescraminsertiontimeofthosespecificcontrolrods,and3.Foratleast101.ofthe.controlrods,onarotatingbasis,atleastonceper120daysofPOWEROPERATION.InserieswiththebackupscramvalvesaretwonormallydeenergizedDCRRCSsolenoidoperatedAlternateRodInsertion(ARI)valves.SimilartotheBbackupscramvalve,eachRRCSvalvehasacheckvalveinabypasslinesoitsfailurewillnotpreventtheotherRRCSorthebackupscramvalvesfromdepressurizingitsscramairheader.TheARIfunctionofRRCSisactuatedonfailuretoscramsymptoms,i.e.highreactorvesselpressureorlow-lowreactorwaterlevel.Becauseofthedesignofthesystem,on-linetestingofonebackupscramoroneRRCSvalvewouldresultinafullscramofonehalfthecontrolrods,Thiswouldbeanunacceptablesituationwhichwouldresultinanautomaticoramanualfullscramofallthecontrolrods.Therefore,on-linetestingofbackupscramvalvesorRRCSvalveswillnotbeperformed.However,backupscramvalvesandRRCSvalveswillbetested.4.5.2AplantspecificreliabilitystudywasperformedbyGEinNEDE22157forRRCSandARI.Theresultsofthisstudyshowedthatthesesystemsarehighlyreliable.Plantsnotcurrentlydesignedtopermitperiodicon-linetestingshalljustifynotmakingmodificationstopermitsuchtesting.Alternatestoon-linetestingproposedbylicenseeswillbeconsideredwherespecialcircumstancesexistandwheretheobjectiveofhighreliabilitycanbemetinanotherway.*NOTE:ThisfrequencyiscurrentlyspecifiedintheUnit2TechnicalSpecifications.ThescramtimingprogramwillalwaysbebasedontheTechnicalSpecifications.
(Cont'd)NMP2ResonseAsdescribedin4.5.1,NineMilePointUnit2isnotdesignedforon-linetestingofthebackupscramortheARIvalves.Thecurrentdesignwouldresultinscramofonehalfoftherods,ifoneofthebackupscram,orARIvalveswereenergizedwhileon-line.However,,duetothemultipleredundancyofthesystem,ie.thebackupscramvalvesareredundanttothescrampilotvalves,andarealsoredundanttoeachother,modificationstopermiton-linetestingarenotwarranted.Additionally,theARIvalvesarearedundantscramsystem,utilizingindependentsensorsfromtheReactorProtectionSystemandcapableofcompletingascramwiththetotalfailureofthenormalscramsystem.TheARIvalvesarecontrolledbytheRedundantReactivityControlsystem,whichisalsoredundant.NMPCendorsesthefollowingexcerptfromNEDC-30505"ResponseGuidelinesforNRCGenericLetter83-28"preparedbyGeneralElectricfortheBWROwnersGroup."TheNineMilePointUnit2ReactorProtectionSystemdesigncomplieswithallapplicableregulatoryrequirementsfortheRPS.Theremainderofthisparagraphisasummaryoftheon-linefunctionaltestingandtestingintervalsperformedontheRPS.ConsistentwiththeTechnicalSpecifications,on-linechannelfunctionaltestingisperformedonthemultipleanddiversereactortransienttripsensors[AveragePowerRangeMonitor(APRM)andintermediateRangeMonitor(IRM)Reactortripsignalchannels,andmultipleanddiverseScramDischargeVolumeHighwaterleveltrips).Duringtherequiredtripsensorchanneltestsdiscussedabove,eachscramcontactorwhichactuatesthescrampilotsolenoidvalvesistested.Thesimpleoperationofthescramcontactorsminimizesconcernsofwear,andfrequenttestingassuresthatanyfailuresaredetectedearly.TheScramPilotSolenoidValveswhichareactuatedbythescramcontactorsarealltestedregularly.RedundantElectricalProtectionAssemblies(EPAs)whichprotecttheScramPilotSolenoidValvesfromlowvoltagechattering(andtheassociatedpotentialconsequenceofacceleratedwear)arealsofunctionallytested.ThesesurveillancetestingrequirementsrelatedtotheScramPilotSolenoidValvesassurethattheprobabilityofundetectedfailureofthesesolenoidvalvesissmall.Insummary,thecurrentRPSon-linesurveillancerequirement,inconjunctionwithmultipleanddiversescramsensors,assurethattheprobabilityoffailureof.enoughcontrolrodstopreventscramisnegligible.
(Cont'd)Channelfunctionaltestsareperformedon-lineforthefollowingsensortrips:ReactorVesselDomePressure-HighReactorVesselWaterLevel-LowMainSteamLineIsolationValve-ClosureMainSteamLineRadiation-HighDrywellPressure-HighTurbineControlValveFastClosure,ControlOilPressure-LowTurbineStopValve-ClosureChannelfunctionaltestsarealsoperformedforAPRMsandIRMs.InReferences1and2,itisshownthateachoftheaboveplantvariablesusedtoinitiateaprotectivefunctionisbackedupbyacompletelydifferentplantvariable.Infact,itcanbeseenfromTable1thatforthemostfrequenttransients,scramisinitiatedbythreediversesensorsinallbutonecase(regulatorfailure-primarypressureincreasewhichisintitiatedbytwodiversesensors).Thisindicatesthatadequateredundancyexistsinthedesigntoprovideprotectionagainstmultipleindependentsensorfailures.Also,diversityamongsensortypesreducesthepotentialforcommoncausefailures,failuresduetohumanerror,andincreasesinfailurerateduetowearout.ApictorialrepresentationoftheRPSlogicconfigurationisprovidedinFigure1.Eachsensorchannelfunctionaltestincludesfullactuationoftheassociatedlogic,thetwooutputscramcontactorsineachchannel,andtheindividualCRDscramairpilotvalvesolenoidsfortheassociatedlogicdivision(solenoidsfrombothlogicDivisionAand8arerequiredforscraminitiation).ThemostcrediblefailureswithintheRPSlogicwillde-energizeasetofscramsolenoidswhichcausesahalfscram,i.e.,oneofthetwoscramsolenoidsrequiredforscraminitiationisde-energizedatsomeorallhydrauliccontrolunits.Thesefailureswouldbe"SAFE"failuresthatwouldincreasetheprobabilityofplantshutdown.Thelesscrediblelogicfailureswhichpreventachannelfromde-energizingwillbedetectedduringchannelfunctionaltestincompliancewithTechnicalSpecificationrequirements.Thetestsdescribedaboveensurethatanincreaseinfailurerateduetoawearoutconditionoracommoncausefailurepotentialcouldbedetectedearlyandcorrectiveactiontakenbeforethefailureconditionbecomessystematic.OtherchannelfunctionaltestsincludetestingoftheScramDischargeVolume(SDV)WaterLevel-Hightripandmanualscramtripandtestofthereactormodeswitchintheshutdownpositioneveryrefueling.Thefirsttwotripsinvolveon-linetestingandthelattermodeswitchtestcanonlybeconductedduringreactorshutdown.Themanualscramtripcanbetestedon-linewithoutcreatingascram.
(Cont'd)ThetestingoftheSDVHaterLevel-Hightripisconsideredadequatebasedonthecurrentdesignedredundancyanddiversityincorporatedintothesystem.TherearetwodiverseandredundantsetsoflevelsensorswhichscramthereactorintheunlikelyeventofhighwaterlevelintheSDVduringpoweroperation.Thesetripsaredesignedtoallowsufficientscramwaterdischargevolumegiventhescramtrippointisreached.Reference2concludedthatreactorshutdowncanbeachievedifatleast50'/ofthecontrolrodsinacheckerboardpatternand69Kinarandompatternareinsertedinthecore.Theprobabilityofindependentfailureofenoughrodstopreventshutdownisnegligible.Themostunlikelytypeoffailurewouldbesomecommoncausemechanismthatifundetectedoveralongperiodoftimewouldcauseunsafeshutdown.TheTechnicalSpecificationsurveillancerequirementsadequatelyensurethatafailuremechanismaffectingseveralindividualdrives(consideredtobeveryremote)wouldnotgoundetected.OneofthemajorfeaturesthatensuresthatseveraldrivesdonotfailatonetimeduetowearoutoracommoncauseisthestaggaredmaintenanceandoverhaulofselecteddegradedCRDsorHydraulicControlUnits(HCUs)atrefuelingoutages.Thisensuresamixofdrivesbyage,componentlot,maintenancetimeandservicingpersonnel,andtesting.Thescraminsertiontimetestsinclude,inadditiontodrivetimingandinsertioncapability,atestofoperabilityoftheHCUscraminsertanddischargevalvesincludingassociatedscramairpilotvalves.Asstatedinthepreviousparagraph,therequiredfrequencyoftestinggivenintheTechnicalSpecificationensuresthatasystematicfailuremechanismintheHCUswouldbedetectedearlyenoughandcorrectiveactiontakenbeforetheconditionbecomesacriticalfailurepreventingscram."Therefore,sincethescrampilotvalvesaretestedweeklyduringAPRMhalfscramtests,andsincethebackupscramvalvesandtheARIvalveswillbetestedoncearefuelingcycle,andsincerodscramtimetestingisperformedatonarefuelingcycleormorefrequentlyinaccordancewithStandardTechnicalSpecifications,on-linetestingofthebackupscramandARIvalvesisnotwarranted.ExistingTechnicalintervalsavailabilil.2.3.4,5.intervalsforon-linefunctionaltestingrequiredbySpecificationsshallbereviewedtodeterminethattheareconsistentwithachievinghighreactortripsystemtywhenaccountingforconsiderationssuchas:uncertaintiesincomponentfailureratesuncertaintyincommonmodefailureratesreducedredundancyduringtestingoperatorerrorsduringtestingcomponent"wear-out"causedbythetesting
