ATTAENT1TOPLA-4192PAGE2OF62.Atthetimeoftheinspection,Unit1hadexperienced8.23yearsofoperatingtime.ThisisjustbeyondtheminimumnumberofyearssuggestedbyGEtostartlookingforcracking.Sincenocrackswerefound,itwasGE'srecommendationbaseduponSIL572,Rev.1toinspectthisshroudeveryotheroutage.3.Unit1waterchemistryconditionshavebeengoodoverthelifeoftheunit.Attachment3discussesthelifecycleofbothUnits1and2.Shroudoperatingstressesaresufficientlylowsothat,underthemostconservativeassumptions,morethan90Xofahorizontalweld(Ref.GENE-523-A107P-0794)wouldhavetobecrackedbeforewewouldbeconcernedabouttheintegrityoftheshroudduringaseismiceventorrecirculationorsteamlinebreaks.Wewouldhavefoundevidenceofsuchalargecrackduringourinspectionsofthisshroud,butdidnotfindanyindications.Usingcrackgrowthratesof5E-5in/hr.identifiedindocumentsrecentlysenttotheNRCbyCommonwealthEdisonandIowa-IllinoisGasandElectricCompany,DocketNos.50-249and50-254datedJuly20,1994,itcanbeshownthatin15monthsoperatingtimeanindicationwouldtravelonly',"intothe2"shroudwall.Thisrepresentsonly25Xofahorizontal,weldwhichdoesnotmeetthe90Xcriteriaofconcernmentionedabove.5.IrradiationAssistedStressCorrosionCracking(IASCC)hasbeenimplicatedinthecrackingoflowcarbonstainlesssteelssuchasthoseintheshroud.ThehighestcalculatedfluenceatthewalloftheUnit1shroudwasabout1.1E21n/cmwhichisabovethethresholdof3to5E20n/cmneededtoinitiatetheIASCCphenomena.However,onlyoneofsevenlowconductivityplantswith304Lgradesteelhasshowncrackingandthesizeofthecrackswasverysmallinaverticalweld.Therefore,webelievetheprobabilityissmallthatcrackinghasinitiatedatthistimebythismechanism.Inadditiontoalowprobabilityofcrackingatthistime,wealsobelievethatthereisalowprobabilityofUnit1sufferingasteamlineorrecirculationlinebreakorencounteringaseismicevent.Unit1hasbeenmitigatedfromsufferingIGSCCtypefailuresinitsstainlesssteelrecirculationpipingthroughtheapplicationofIHSI(InductionHeatingStressImprovement)andHSIP(MechanicalStressImprovementProcess)onallbut19ofitssusceptiblewelds.Theremaining19weldswillbegiventheHSIPtreatmentduringthenextoutage.AllstainlesssteelweldsintherecirculationpipinghavebeenexaminedundertheguidanceofRG-0313Rev.2.Wehavenotfoundanydefectiveweldsasaresultoftheseextensiveexaminations.REPLY:Unit2Unit2hasexperienced6.5yearsofoperatingtimeandthereforewasnotrequiredtobeinspectedduringtheU2-6RIOoutageintheSpringof1994 ATTAENT1TOPLA-4192PAGE3OF6pertheguidelinesofGESIL572Rev.1.Furthermore,webelievethematerialconditionoftheshroudisboundedbytheabovediscussiononUnit1forthefollowingreasons:1.ThefluenceattheUnit2shroudwashigheronUnit1andnocrackingwasfoundonUnit1.2.TheoperatingtimewaslongeronUnit1(8.2vs6.5years).3.TheaveragewaterconductivitywasloweronUnit2.4.Thematerialsofconstructionareidenticalonbothunitsandthesamemanufacturerassembledthem.5.Unit2hasexperiencedlessIGSCCcrackingthanUnit1onotherinternalcomponents.Basedontheabovecomparisons,wedonotexpectUnit2tobeexperiencingIGSCContheshroudnow,orbeforetheU2-7RIOscheduledfortheFallof.1995.Inadditiontohavingalowprobabilityofcrackspresentatthistime,wealsobelievethatthereisalowprobabilityofUnit2sufferingasteamlineorrecirculationlinebreakorseismicevent.Unit2hasbeenmitigated,fromsufferingIGSCCtypefailuresinitsstainlesssteelrecirculationpipingthroughtheapplicationofIHSIandMSIPonallbut21ofits.susceptiblewelds.Theremaining21weldswillbegiventheMSIPtreatmentduringtheU2-7RIOplannedfortheFallof1995.AllstainlesssteelweldshavebeenexaminedundertheguidanceprovidedinRG0313Rev.2andnodefectiveweldshavebeenfound.ADDITIONALRELATEDINFORMATIONFurtherinformationcanbeobtainedfromdocumentsrecentlysenttotheNRCbyCommonwealthEdisonandIowa-IllinoisGasandElectricCompany,DocketNos.50-249and50-254'datedJuly20,1994.CalculationsforlimitingcracksizesintheHlthroughH7weldsfortheDresdenandguadCitiesunitsrangefrom97to142inches.Weinspected213incheseachofweldsH3,H4,andH5atSSESUnit1anddidnotfindanyevidenceofcracking.Therefore,webelievethereisanextremelylowprobabilityofgeneratingacriticalsizecrackintheremainingtimebeforethe1995inspectionsplannedforUnitl.TheGENE-523-A107P-0794on"ShroudCrackingSafetyAssessment"isbeingincorporatedintotherevisiontotheoperators'equalificationTrainingprogram.Thisretrainingwillenhanceoperatorawarenessoftheshroudcrackingissueandhowitcanbedetectedbytheinstrumentationavailabletothemandappropriateresponseactions.Awarenessretrainingwillbeaugmentedwithprocedurechanges,asnecessary.TheBWROGVIPCommitteeshaveissuedguidanceformembervoteregardingoperatoractionstodetect ATTAENT1TOPLA-4192PAGE5OF6otherreferencedocumentsneededtosubstantiateweldmaterialsusedintheconstructionoftheshroud.MissingWeldMaterialSpecificationdatawillbemadeavailabletoNRCuponcompletionofupdatedanalysisoftheshroud.(d).Ahistorofshroudinsectionsforthelantshouldberovidedaddressindatescoemethodsandresultsifalicable.REPLY:Unit1Unit1underwentaninspectionoftheshroudduringtheUl-7RIOintheFallof1993.Threeverticalandthreehorizontalweldswerechosenforinspectionbaseduponthefollowingcriteria:a.locationsinthehighestfluxregionsofthecore,b.locationsinthehigheroxidizingareasofthehighfluxregions,c.locationswhichhadexperiencedmuchofthecrackingdescribedinSIL572Rev.1,andd.inspecttheIDoftheshroudwheremostpreviouscrackingwasfoundinotherreactors.ThethreehorizontalweldsselectedforsamplingwereweldsCF,DB,andDC.TheseareChicagoBridgeandIrondesignatedweldsthatareequivalenttotheH3,H4andH5weldsintheBWROGdocumentsrelatingtothisproblem.Theweldswereinspectedfromthe0to120degreeazimuthwhichisapproximately213"oftotalweldlength.Seethesketchreferencedin1,(c)aboveshowingthedesignationsofthewelds,bothverticalandhorizontal.Thethreeverticalweldswere:a.The45weldidentifiedasCG-45atthe45degreelocationbetweenweldsH3andH4.b.The83weldidentifiedasDA-0atthe0degreelocationbetweenweldsH4andH5.c.The41weldidentifiedasEE-135atthe135degreelocationbetweenweldsH5andH6-A.Theinspectionswereperformedusinganunderwatercolorcamerawitha7.5mmlense.Thecamerawasequippedwithdualvariablelightsattachedoneithersideofthecamerabarrel.Inspectiondistancewasapproximatelythreetofiveinches.Resolutionwascheckedbyviewingaonemilwirestandard.ArealtimereviewwasperformedbytwoIVVI(In-VesselVisualInspection)

ATTAENT1TOPLA-4192PAGE6OF6qualifiedLevelIIIexaminers.OneoftheexaminerswasexperiencedintheevaluationofcrackingatBrunswick.Allweldsappearedtohaveminimaloxidationasseenbythecolorcameraandtherefore,werenotcleaned.AsmallareaofweldCFwashydrolyzedtoremovetheoxidation.Whenitwasremoved,itwastheopinionoftheGElevelIIIexaminerthattheoxidationhadnotinterferedwiththeinspection,andfurthercleaningwasnotrequired.Noindicationswerefoundonanoftheinsectedwelds.ThenextinspectionoftheUnit1shroudisscheduledfortheSpringof1995,UI-SRIO,usingthemethodsrecommendedbytheBWROG-VIPCommitteeswhentheyareissued.REPLY:Unit2Unit2wasneverpreviouslyinspectedforthiscrackingphenomena,asdiscussedinthereplytol(b)above.TheUnit2shroudwillbeinspectedduringtheU2-7RIOintheFallof1995usingmethodsrecommendedbytheBWROG-VIPCommitteewhentheyareissued.Conclusions:ItisourassessmentthatbothSSESUnits1and2haveextremelylowprobabilitiesofbeingcrackedorsufferingsignificantcrackingbeforethenextplannedoutages.WewillsubmitdetailedinspectionplansanddeveloprepairplanoptionsthatwilladdresstheGL94-0330dayspriortothe1995outagesplannedforourunits.TheaboveinformationdocumentsthedatathatwehavecollectedandthereviewswehaveperformedofthedocumentsprovidedbytheNRC,GEandtheBWROG-VIP.Basedupontheage,design,operationalhistoryandinspectionsperformedtodate,thesusceptibilityofthecoreshroudstocrackingislow,andtherefore,SusquehannaSESUnits1and2cansafelyoperateduringtheinterimperioduntilthe1995plannedoutageswhendetailedinspectionswillbeperformed.

ATHMENT3TOPLA-4192PAGE1OF3ATERCHEMISTRYDISCUSSIOCurrentUnit1and,2AnalzedConditionsCrackinSuscetibilitCriteria:First5-CycleCondition<0.3umho/cmLowOp.YearsX5-CycleCondition<4.5-5.0LowCurrentChemistryPerformanceGoodLowThemajorchemistryfactorsaffectingtheinitiationandrateofstresscorrosioncrackingare(1)thepresenceofoxidizingagents,and(2)theconcentrationofaggressiveionicimpuritiessuchaschlorideandsulfate.BothSusquehanna-UnitscurrentlyoperatewithNormalWaterChemistry.Oxidizingconditionssufficienttopromotestresscorrosioncrackingexistonbothsidesoftheshroud.HydrogenWaterChemistry,whichwouldtendtoreduceoxidizingconditionsonthelowerODoftheshroud,willnotbeimplementedinthenearfuture.Historically,theconcentrationofionicimpuritieshasbeenmonitoredbymeasuringtheelectricalconductivityofacontinuouslyflowingreactorwatersample.Thistechniqueissensitivetosmallchangesinconcentration,butdoesnotdiscriminatebetweenaggressiveimpuritiessuchaschlorideandsulfateandneutralorbenignonessuchaschromate,nitrateorzinc.Grabsamplesaretakenperiodicallyandanalyzedforspecificimpuritiessuchaschlorideand,sincethemid-l980s,sulfate.Thelowerlimitofanalysisandreportinghasdecreasedasoperatingexperiencehasindicatedtheneedformorestringentcontrol.Therefore,conductivityisusedonlyasanindicatorofthepotentialofwaterchemistrytoaffectstresscorrosioncracking.ThegrabsamplereactorwaterconductivitydatabasewasreviewedfrominitialcriticalitythroughtheendofCycle7operationforUnit1,andthroughNovember21,1993forUnit2.Figure1showsthecycleaverageconductivitiesforbothunits.Thecycleaverageconductivitywasalwaysbelowthecriteriaof0.3umho/cm.Forbothunits,conductivitieswerehighestduringthefirstcycle.Duringthefirstthirdtohalfofthatcycle,conductivitieswereintherangeof0.3to0.5umho/cm.Subsequently,theywerereducedtoabout0.2umho/cm.Currently,bothunitsareachieving<0.13umho/cm.TableIpresentstheoperatingdays(asreflectedinthechemistrydatabase),thecycleaverageconductivitiesandthelifetimeaverageconductivitiesforUnits1and2.Thefirst"Five-CycleAverageConductivities"forbothunitsarewellbelowthecriteriaof0.3umho/cm:0.205umho/cmforUnit1and0.198umho/cmforUnit2.Theproductofthe"FirstFive-CycleAverage"timesoperatingyearsisestimatedtobe2.0forUnit1atthenextrefuelingoutage,and1.8forUnit2.ThisiswellbelowthelevelofNRCconcernof4.5-5.0,asindicatedintheSERforCommonwealthEdisonandIowa-IllinoisGasandElectricCompany,DocketNos.50-249and50-254.
