2.1CONCLUSION

STheopencontactsofallClasslE-nonClass1EUnit1annunciatorinterfacedevicesareabletowithstandthespecifiedimpressedvoltageacrossthecontactwithoutcausinglossofoperabilityofthedevices.Inotherwords,,theseinterfacedeviceswillnotfailinsuchamannerastopreventtheClasslEcircuitsfrommeetingtheirminimumperformancerequirementsif120VACor250VDCisspuriouslyimpressedontheopencontactsutilizedintheAnnunciatorSystem.However,thespecifiedimpressedvoltagesacrossannunciatorinputclosedcontactscouldweldcontactsclosedifsufficientcurrentflowedforasufficientduration.AnalysisoftheClass1E-nonClasslEUnit1annunciatorinterfacedevices,exceptfortheHV-151-F007AandHV-151-F007Blimitswitches,showsthatthesedeviceswillmeettheirminimumperformancerequirementseveniftheannunciatorinputcontactshouldperhaps,weldshut.ThisconclusionisbasedupontheevaluationoftheinstalledClass1E-nonClass1Edevicesthatshows:Theinterfacedeviceschangepositionandmeettheirminimumperformancerequirementsbeforetheannunciatorco'ntactsareexposedtopotentialcontactwelding.OR-Theinterfacedevicesareusedforalarmandindicationonlyandcontactsfromthesedevicesarenotused.inClass1Ecircuits.OR--Theinterfacedevicesmeettheirminimumperformancerequirementsevenwithannunciatorinputcontactsweldedshut.

Il~1t ORSEA-EE-184Rev.1Page4of11--Theinterfacedevicesareinaffiliated(associated)circuitsandcontactsfromthesedevicesarenotusedinClasslEcircuits.2.2IntheeventannunciatorinputlimitswitchesforHV-151-F007AandHV-151-F007Bweldshut,thelimitswitchmaindriveshaftscouldperhapsbreaklooseinternaltothevalvescausingthevalvestojam,thuspotentiallypreventingfullclosureofthevalves.Morethanlikelytheweldedshutlimitswitcheswouldcausedamagetothelimitswitchgearing,butwouldnotpreventthesubjectvalvesfromclosing.RECOMMENDATIONToassurethattheHV-151-F007AandHV-151-F007Bvalveannunciatorinputlimitswitchesdonotweldshut,qualifiedClasslE-nonClass1Eisolationdevicesaretobeinstalledintheannunciatorinputlimitswitchcircuitsfromthesevalves.Thecircuitdesignshouldbes'uchthatthelimitswitchesactuatetheClasslE-nonClass1Eisolationdeviceswithcontactsfromthesedevicesusedasannunciatorinputs.Thispreventstheannunciatorinputlimitswitchesfromweldingshutforthespecifiedimpressedvoltagesontheannunciatorinputcables.ThisactionwillbetrackedbyNCR87-0021.InordertoprecludetheneedforfutureengineeringanalysisandmaintaincompliancewithRegulatoryGuide1.75,gualifiedElectricalIsolators,capableofwithstanding120VACand250VDC,shouldbeinstalledfornewly-engineeredannunciatorinputsdevelopedfromClass1Edevices.AlsogualifiedElectricalIsolatorsshouldbeinstalledforexistingannunciatorinputswhenmodificationstoexistingClass1E-nonClass1Eannunciatorinterfacedevicesareperformed.Thisrecommendationisin-linewithNPE-ElectricalGroupstrategyofeliminatingpotentialpitfallsformaintainingcompliancetotheplantlicensingcommitments.ThisrecommendationwillbeincludedintheDesignDescriptionManual,Chapter29fortheComputer/ACRandE1012,"SpecificationofElectricalSeparation."3.0INPUTSANDASSUMPTIONS3.1INPUTSAtSusquehannaSES,allannunciatorinputcircuitsarenonClass1E.AlargenumberoftheseinputsaredevelopedfromClasslEdevices.

~I~ISEA-EE-184Rev.1Page5of11AnexceptiontoRegulatoryGuide1.75,whichendorsesIEEE384-1974,andasdiscussedinFSARSection8.1.6.1q(7),allowstheconnectionoflow-energynonClass1EcircuitstoClass1EdevicesprovidedananalysishasbeenperformedtodemonstratethattheClass1EcircuitsarenotdegradedbelowanacceptablelevelforfaultsonthenonClass1Ecircuits.AnnunciatorcablesareroutedinnonClass1Eracewayswhichalsocontain120VAC,125VDCand250VDCcables.PotentialdamagetocablesinnonClasslEracewaysmaycauseaccidentalimposition.of120voltsACor250voltsDConannunciatorinputwire(s),andthroughthesewirestotheClass1Edevice(s).BothopencontactsandclosedcontactsoftheClass1E-nonClass1Eannunciatorinterfacedevicesaretobeevaluated.ThestudyislimitedtodigitalannunciatorinputsintheUnit1AlarmResponseProcedureslistedinTableA.3.2ASSUMPTIONSThestudywasbasedonas-builtdrawingsandthedocuments-issuedasofthedateoftaskinitiation.AffiliatedcircuitsinthisstudyweretreatedthesameasClasslEcircuits.4.0METHODAchangeinstateofaannunciatorinputcontactwhilethereisanimpressedvoltagewasnotconsidered.Onlythecontactintheopenorclosedpositionwasanalyzed.Allannunciatorinputslistedinthe"TableA,Unit1AlarmResponseProcedures"wereexaminedto,identifythesystemdrawingsanddocumentsrequiredfordetailreview.AllofthesedrawingsanddocumentswerereviewedtodeterminewhichannunciatorinputsarederivedfromtheClasslEdevicesandwhicharederivedfromnonClass1Edevices.TheresultsofthisreviewarelistedintheAnnunciatorInputDataTablesshowninAppendixA.Thetablesalsoincludetheinformationonrelatedrefere'ncedrawings,devicetagnumbersandlocations.TheClass1Edevicesweresortedtodetermineidenticaldevicessuchasrelays,limitswitches,contactors,etc.Eachdevicerating,type,manufacturerandmodelnumberwasidentifiedanddocumentedintheAnnunciatorInputDatatable.ThefunctionandoperationofallClass1Edevices.wasanalyzedinordertoevaluatetheimpactofpossibledevicefailureonClasslEcircuits.

If~PUI'Ih'I'0l SEA-EE-184Rev.1Page7ofllInthecaseofaccidentalimpositionof120VACor250VDConannunciatorinputwiresduetopossiblecablefailure,opencontactsofalltheidentifiedClass1E-nonClass1Einterfacedevicescanwithstandtheseimpressedvoltages.ImpressedvoltagesacrossclosedcontactsoftheseClass1E-nonClasslEinterfacedevicescouldcausecontactstoweldshutifsufficientcurrentflowedforasufficientduration.However,theseClass1Edevices,exceptforHV-151-F007AandHV-15/-F007Blimitswitches,willstillmeettheirminimumperformancerequirementswiththeannunciatorinputcontactsweldedshut;EventheWestinghouseMOCauxiliaryswitchesandtheNamcolimitswitchesusedforannunciatorinputcouldweldshutforthespecifiedimpressedvoltagessincethe814AWGcopperconductorsusedtoconnecttheseswitchestotheannunciatormaynotmeltopenbeforetheswitchesweldshut.Thisisduetothefactthatthecontinuousthermalcapabilityoftheseswitchesapproachthatofthe014AWGconductors.TheannunciatorpointsinAppendixBareinitiatedbyClass1E-nonClasslEinterfacedeviceswhichalsoinitiateClass1Ecircuits.Duringnormalplantoperation,opencontactsfromthesedevicesprovidetheannunciatorinputs.FortheannunciatorinputcontactstoclosetheClasslE-nonClasslEinterfacedeviceshavetochangethestateoftheircontacts.Oncethecontactstatehaschanged,thesedeviceshavemettheirminimumperformancerequirements.Therefore,theClass1E-nonClasslEinterfacedevicesmeettheirminimumperformancerequirementsbeforethecomputerinputcontactsareexposedtopotentialwelding.TheannunciatorpointsinAppendixCareinitiatedbyClasslE-nonClasslEinterfacedeviceswhichareusedforalarmandindicationonly.ContactsfromthesedevicesarenotusedinClasslEcircuits.Therefore,weldedannunciatorinputcontactsdonoteffectClasslEcircuits.TheannunciatorpointsinAppendixDareinitiatedbyClasslECutler-Hammerarmedpush-buttonswitchesusedtomanuallyinitiatesafetysystems.Whentheseswitchesarechangedtothearmedpositions,theannunciatorcontactsclose,however,thesafetysystemshavenotbeeninitiated.Thepotentialweldingshutoftheseannunciatorinputcontactsdonotpreventtheseswitchesfrommeetingtheirminimumperformancerequirementssincethecontactsinitiatingthesafetysystemsareactuatedbyapushbuttonratherthantherotocammechanismsusedfortheannunciatorcontacts.Thepush-buttonactionisindependentfromtherotocamaction.TheannunciatorpointsinAppendixEareinitiatedfrominterfacedevicesinaffiliatedcircuits.ThesedevicesarepoweredfromClasslEsources;however,contactsfromthesedevicesarenotusedinClass1Ecircuits.Therefore,weldingcomputerinputcontactsdonoteffectClasslEcircuits.
