IRESPONSETOGENERICLETTER91-06SUSUEHANNAS.E.S.24VDCSUBSYSTEMPAGE8determinethecauseoftheconditionandinitiatecorrectiveaction.Thisresponseisexactlywhatwouldbeachievedifbatterydischargecurrentwasindicatedonanammeterinthecontrolroom.3.11BusVoltaeIndicationThebattery,thebatterychargerandthe24Vdcdistributionpanelarelocatedincloseproximityofeachother.Thebatterychargerandthedcdistributionpanelareeachprovidedwithavoltmeter.Thepurposeofabusvoltmeteratthecontrolroomwouldbetoenabletheoperatortodispatchsomeonetotakecorrectiveactionlocallytocorrectabnormalbusvoltage.AtSSESbusundervoltageandovervoltageismonitoreddirectlyatthedistributionpanel.Thebusundervoltageandovervoltageconditionsareannunciatedas24Vdcsystemloworhighvoltageatthelocalreflasherpanel.Adcsystemtroublealarmisreflashedtothecontrolroomannunciatorbythelocalreflasherpanel.Thisdesignautomaticallyalertsthecontrolroomoperatortounusualvoltageconditionswithoutunnecessarilyrequiringhisperiodicattentionandanalysis.Asaresult,24Vdcbusvoltageindicationisnotprovidedinthecontrolroomandhasbeenprovidedonthefrontofthedistributionpanelwhereitprovidesusefulinformationduringsurveillanceandmaintenanceactivities.Avoltmeterislocatedonthefrontofthebatterychargerpanel.Withthechargeroutputcircuitbreakerclosed,thechargeroutputandthebusvoltagesareessentiallythesameduetothecloseproximityofthechargertotheloadcenter.Allabnormalvoltageconditionsofthebatterychargerareannunciatedatthelocalreflasherpanelwhichisreflashedtothecontrolroomasadcsystemtroublealarm.ThisisconsistentwiththegeneraldesignphilosophydiscussedinSection2.0.
