On September 22, 1983 the Court of Appeals for the District of Columbia Circuit denied our Petition for Rehearing with a Syggestion for Rehearing e_n Banc in this case.

On September 27,,1983 we filed a x tion to stay issuance of the. mandate for' thirty days to allow the Government time _to decide whether to seek Supreme Court review.
