SUBJECT:

DIABLO CANYON DESIGN VERIFICATION PROGRAM On November 19, 1981, the Commission issued an order to PG&E suspending fuel loading and low power test operations for Diablo Canyon Unit 1.

This order specified certain actions that must be completed prior to authorizing fuel load.

In addition, the staff also sent a letter to PG&E on November 19, 1981 outlining additional information needs.

It is requested that each of you review these documents and provide me with your thoughts on the elements, scope of review, schedule and time line that our efforts should include in reviewing PG&E design verification programs by c.o.b. Wednesday, November 25, 1981. Upon receiving your comments, I will arrange for a early meeting at which we can develop a plan and schedule for review of PG&E's activities for management review and comment.
