kk N L, '.' ' l l f C Y Onur 3 bh,t R. F. REEDY REVIEW OF PG&_E__Q PP.0GRAf4 Initial review of the Reedy report has been " completed". Initial review was to address the following aspects:
- 1) What were the bases for Reedy conclu. ions /were they valid?
- 2) What are the implications of Reedy conclusions?
- 3) Are these findings within the scope of NRC programmatic inspections?
Results of Review: 1) Most Reedy findings relating to design are sufficiently t specific to enable assessment, and appear valid. + The more general Reedy findings lack specificity to enable assessment of applicability (and some conflict with other RV information*) In some cases, the Reedysmmaries are misleading, in that + they infer a -larger problem than is s:.; ported by the attached audit checklists (e.g., no ' control of design documents, PG&E management did not review effectiveness of QA program). We need to meet with Reedy, review his basis for drawing + his conclusions to understand the validity and broader implications. We also need to review PG&E's response to these findings (to be available 3/23/E2).
- 2) +
~ Reedy findings indicate broad weaknesses in pG&E design activities (not just seismic design). + Some programatic weaknesses are ider.tified which ray include areas beyond design (e.g., procuremer.: and construction). The rajority of these are overview ft..ctions (audits, Prog. Mgr. responsibilities...) rather thar. direct procurement /constructic weaknesses. These weaknesses deserve further study. There are no's_pecific problems identified in the areas of + procurement er construction.
- 3) + Further reviews of NRC inspection re;:rts must be performed, but it does not appear that there were significant " gaps" in the NRC's program, with the exception of the design area.
