DIABLO CANYON IDVP Attached is an updated DE program plan for conduct of the Diablo Canyon IDVP review. The plan currently focuses on completion of activities necessary for fuel load and thus extends through March 1983. As the PG&E program matures in early 1983 we will continue to update the plan and extend it through low power operation and full power operation.
Review of the program for restoration of the breakwater continues in the HGEB, outside the scope of this plan.
We have divided the IDVP review activities into four groups of review tasks as discussed below and as indicated on Enclosures 1 thru 4 The first group of review tasks concerns evaluation of the ir.terim technical reports (ITRs) produced by the IDVP. The information available to us at this time lists 33 potential ITR's. Thirteen of those ITR's have been submitted to the NRC. We have presently completed review of seven ITR's and have initiated review of the remainder.
We have selected a group of the more significant ITP,'s to use as a vehicle for a continuing audit of the IDVP review process. We are also using the ITR reviews as a means of evaluating the Error and Open Item (E01) reports submitted over the course of the IDVP. The best of our knowledge all E01's will be treated in the ITR's.
, to this memo reflects the complete ITR review schedule now contemplated (.ITR 1 through 7 have been omitted from the chart since these reviews are already complete).
Note that the single or double digit designation (8 through 13) is used for reports that have been completed and issues by the IDVP. The 3 digit items (104 through 141) are listed in anticipated order of completion. As items 104 through 141 are completed by the IDVP they will be assigned the next 2 digit designations in succession; some may be combined and some may be deleted as the IDVP program progresses.
The second group of review tasks concerns the resolution of outstanding issues identified by Region V and listed in Enclosure 3 to SECY 82-414.
There are 13 specific tasks in this group. One task has been resolved and at least 3 of these can,be tied to designated ITR's and will be treated in conjunction with those ITR reviews.

Based on the issuance of our request for information dated December 1,1982 and the cooperation received to date from PG&E in the supply of that infonnation we anticipate completion 'of these analyses within the time frame of the overall fuel load review. ' Residual matters concerning the results of these analyses may extend into the time period envisioned. for completion of Phase II.
The fourth group of tasks concerns the ongoing review of the PG&E Phase I final report, the review of the IDVP Phase I final report (and/or status reports) and the preparation of the SER (initial SER for fuel load and supplements as required).
