DCNPP INDEPENDENT DESIGN VERIFICATION PROGRAM (IDVP) DRAFT INTERIM TECHNICAL REPORT, PHASE II, ADDITIONAL SAMPLE AND ADDITIONAL VERIFICATION In response to your January 3,1983 memo, we have reviewed the subject draft ITR. Of the ten areas of concern identified, three fall within the review responsibility of CSE, i.e., some aspects of Area Environmental Temperatures and Pressures, Design Pressure Selection, and Design Change Implementation.
It would appear that several of the technical review branches should also be apprised of this report, e.g., the EQB for equipment qualification matters and the CMEB for fire protection analyses.
In the past CSE has provided a coordination function within DE, however, the number and variety of issues arising in the IDVP have reached proportions that exceed the resources that we can apply to project management functions.
It is difficult to offer specific comments on this very early draft since the matters are treated with only broad reference to the nature and extent of the problems compelling S&W to expand the original sample.
On their face each of the subjects in our review areas are of sufficient concern to deserve follow-up and resolution. These matters appear to be still the subject of intense discussion between the IDVP and the licensee.
It would seem prudent at this point to let those discussions mature and then evaluate the end product.

INFORMATION ITEM - NOTIFICATION OF SEISMIC QUALIFICATION ALLEGATIONS AT DIABLO CANYON (Board Notification No. 83-03)
In accordance with NRC procedure for board notification the following information is being transmitted directly to the Comission.
The staff has recently received allegations concerning several safety deficiencies at the Diablo Canyon project. The stated concerns relate to:
a.
design aspects of the component cooling water system,-
including its seismic classification, single failure considerations and its heat removal capabilities, and b.
Various other considerations including I&C design /
1 classifications approaches, design approaches used for seismic Class I and Class II interfaces, and the seismic design of diesel generator intakes and exhausts.
The alleger has expressly requested and was assured of anonymity'to the extent permitted by law.
Review of the allegations by NRR, Region V and. IE has comenced on the basis of detailed information provided by the alleger, The allegations have potential bearing on the currently ongoing verification efforts of both PG&E/Bechtel and the Independent Design Verification Program.
