DIABLO CANYON - GOVERNOR'S MOTION TO REOPEN THE RECORD ON CONTRUCTION QUALITY ASSURANCE Attached is a copy of the Governor's Motion to Reopen the Record on Construction Quality As ;urance. A copy has already been provided to Tom Bishop of Region V.

The Staff's respense to this motion is due on June 6th. To support our response, affidavits from appropriate Staff members addressing the substantive technical matters raised should be prepared. T.he principal issue to be addressed is whether there is reasonable assurance that PG&E has established and implemented a construction QA/QC program consistent with the Commission's requirements. To assure a timely response, drafts of the Staff affidavits should be completed by May 27th. Given the similarity of the material relied on the Governor's motion to that relied on by the Joint Intervenors, much of the original work should have already been completed. Note that the Hubbard Declaration attached to the Governor's motion is new.

As we've previously discussed, we are seeking leave to file a single reply to both motions on June 6th.
