DIABLO CANYON FUEL LOAD / LOW POWER SER The enclosed draf t outline is in support of a decision regardino fuel load / low nower for Diablo Canyon.
This SER follows our aDoroach outlined in SECY S?-
414 and therefore addresses phase I (requirements of the Order) in detail and the status of Dhase !! (requirements of the staff letter).
The SER should be a fairly thorouch, stand-alone docirent.
Since we are relyinq on the IDVP to conduct the first line rtview, they will provida us with a " bottom line" stateaent and conclusions regardina the safety of Diablo Canyon, l' nit 1.
PG4E will of course alsn be reoutred to provide us with their *bettom line' statenents. Our conclusions should include a discussion on the reasonableness and completeness of the IDVP work.
In the way of background, Phase I of.the omoram (Teledyne IDVD and PGtE/Bechtel ITD) is well alona, includino corrective actions and plant modifications. The status and results are described in the Seni-%nthly Penorts IDVD Interim Technical Penorts, the 9G&C Dhase ! Final Peport (various sections have been submitted since Septeeter) and the IDVD Phase i Final Pecort (to be submitted end of January 191l).
This docirentation will form the basis for our SER Supplement renardinq reinstatement of the suspended fuel load / low power testino license.
The Phase !! activities are also well underway. includino the additional efforts described in SECY R? 814 Status and results of attivities are renorted as described for Dbase I above.
another SFP Supplement will be issued for Phase !!.
The activities include a detailed IDVP desiqn review of the auxiliary feedwater systen, the control ruon ventilation and Dressurization system and the 41f,0V p lectrical distribution systen.

o Note also that the staff review of the design verification effort is generally not performed in the usual format of written questfons and answers.
Instead the review is based on the above cited documents and attendance at meetings between the IDVP, PG&E, and the staff, at which issues are discussed and information exchanged.
Please provide us your comments on this draft outline not later than COB December 9,1982.
In addition, in your reply please provide the name of your assigned reviewer for each section so that the PM (H. Schierling, X27238) can begin to hold meetings with them as soon as possible.
