EXECUTIVE SUMMARV ABB Combustion Engineoring, In Fuel Operations M:mufacturing Facility inspection Report No. 70 30/97 203 MODO The programs examined during this routine and announced material control aM ar, counting (MC&A) safeguards inspection included: MC&A Management Structure Measurement, Measurement Control, Physical inventory, Item Control, and the Assessment Progra Edlull5 Within the scope of the inspection, one non-cited violation (NCV) was identified, and six inspecie. followup items (IFis) and one violation from prior inspections were close MR&A. Management Structure Operator response to the overflow de lonized water tank event on November 17,1997, was noted as a performance weaknes The review of the ABB MC&A organization indicated that the MC&A group is in transition, while new individuals become familiar with their MC&A respocsibilities and a ststistician is secured for the group. No discrepancies with the organizational structure Were identifie With regard to the computer systems and year 2000 (Y2K) issues, no current items, findings, or issues were found in any area. Mtential issues with the need for a clear and implemented definition of revision do exist with regard to new systems and future upgrades to existing systems. This also involves creating a central repository for life cycle documentation, as well as separating development personnel from those individuals overseeing configuration management .
