NOTICE OF VIOLATION License No. 12-00722-06 U.S. Army

~ Armaments Command Armaments and Chemical Acquisition and Logistics Activity Rock Island, Illinois During an NRC inspection conducted on November 17 through December 23,1997, a violation of NRC requirements was identified. In accordance with the " General Statement of Policy and Procedure for NRC Enforcement Actions," NUREG 1600 (60 FR 34381, dated June 30,1995),
the violation is listed below:
Condition 12. of License No. 12-00722-06 requires that licensed material be used by, or under the supervision of, named individuals, or U.S. Army and Marine Corps civilian and/or military personnel trained in accordance with the application dated April 12,1982.
Enclosure 3 to Supplernent 1 of the referenced application states, in part, that users of radioactive commodities are trained to use me equipment in accordance with published technical manuals.
Contrary to the above, as of November 24,1997, the licensee did not train soldiers at Ft. Benning, Georgia, who used the M224 mortar to use the equipment in accordance with the published Technical Manual, TM 91010-223 20&P, for that device. Specifically, the soldiers of the 3rd Battalion,75th Ranger Regiment, located at Ft. Benning, were not aware that the M224 mortar contained licensed material, consisting of approximately 6 curies of tritium in sealed sources, and were not aware -
of the emergency procedures contained in the referenced Technical Manual in case

cf damage to the sources.
This is a Severity Level IV violation (Supplement VI).
The inspection showed that actions had been taken to correct the identified vio!ations and to prevent recurrence. Consequently, no reply to the violation is required and we have no further questions regarding this matter.
