NOTICE OF VIOLATION ABB Combustion Engineering, Inc.
Docket No. 070-00036 Hematite, Missouri License No. SNM-S3 During an NRC inspection conducted from March 1 through 5,1999, one violation of NRC requirements was identified. In accordance with the " General Statement of Policy and Procedure for NRC Enforcement Actions," (Enforcement Policy) NUREG-1600, Revision 1, the violation is listed below:

Chapter 1.6(e), " Exemptions and Special Authorizations," requires, in part, that ABB Combustion Engineering, Inc., shall perform integrated Safety Assessments / Hazard Analysis
'or plant processes. For equipment important to safety, programs for testing, calibration, and inspection of all instrumentation and control systems (important to safety) are required to be included in the hazard analyses o assure the equipment reliability.
Chapter 2.6 " Operating Procedures," states, in part, that operations which affect licensed material shall be conducted in accordance with approved written procedures. Suitable control measures are prescribed, and pertinent control procedures relatise to nuclear criticality safety and radiological safety are followed.
Integrated Safety Analysis for tne Oxide Conversion Facility, dated March 27,1996, defined the scale / load cell for the uranium hexafluoride cold trap system in the vaporization room as equipment important to radiological safny and required that the scale / load cell be calibrated.

Contrary to the above, prior to March 3,1999, the licensee's operating procedures failed to prescribe control measures for the programs to test, calibrate, and inspect instrumentation and control systems important to safety for the uranium hexafluoride cold trap syste, as identified m
in the Integrated Safety Analysis. Specifically, Procedure No. 4101.00, " Oxide Inspection and Alarm Calibration / Testing," failed to prescribe a program for the testing, calibration, and inspection for the scale / load cell of the uranium hexafluoride cold trap system, equipment defined as important to radiological safety in the Oxide Conversion Facility Integrated Safety Assessment.

Pursuant to the provisions of 10 CFR 2.201, ABB Combustion Engineering, Inc., is hereby required io submit a written statement or explanation to the U.S. Nuclear Regulatory Commission, ATTN: Document Control Desk, Washington, D.C. 20555 with a copy to the Re;;!onal Administrator, Region Ill, within 30 days of the date of the letter transmitting this Notice of Violation (Notice). This reply should be clearly marked as a " Reply to a Notice of Violation" and should include for ersch violation: (1) the reason for the violation, or, if contested,
- the basis for disputing the violation, (2) the corrective steps that have been taken and the l
results achieved. (3) the corrective steps that will be take:. to avoid further violations, and j
(4) the date when full compliance will be achieved. Your response may reference or include prei!ously docketed correspondence, if the correspondence adequately addresses the required l
