VIRGIL C. SUMMER NUCLEAR STATION (VCSNS) UNIT 1 SPECIAL REPORT 2023-002 INOPERABLE LOOSE-PART MONITORING SYSTEM CHANNEL Dominion Energy South Carolina, Inc. (DESC) hereby submits Special Report 2023-002, pursuant to the requirements of Technical Specification (TS) 3.3.3.10 Action a and TS 6.9.2. Th is special report is required by VCSNS TS because Loose-Part Monitoring System (LPMS) Channel 1 has been inoperable for greater than 30 days.

TS 3.3.3.10 requires the LPMS be operable in Modes 1 and 2 (and does not fall under the provisions of 3.0.4) . LPMS Channel 1, monitoring the reactor vessel upper head, was inoperable when VCSNS entered Mode 2 on May 18, 2023. LPMS Channel 1 was declared inoperable due to indication of sensor failure in background trend data.

Reactor Vessel Upper Head LPMS Channel 10 continues to monitor the reactor vessel upper head for loose parts. Channel 1 has been disabled in LPMS. Loss of dual channel coincidence reduces one aspect of the false alarm filtering functionality. The failed transducer for Channel 1 (IAT00751) is planned for repair or replacement during Refuel 28 in Fall 2024.
