Safeguards Section Nuclear Material Safety and Safeguards Branch Division of Radiation Safety and Safeguards SUMMARY Scope:

This routine, unannounced inspection was conducted in the areas of the licensee's Physical Security Program for Power Reactors. Specifically, the inspector reviewed Security Audits, Protected Area Barriers, Lights, Assessment, Maintenance and Compensatory Measures. The licensee's corrective actions to prior items (Nos. 93-01-01, 92-12-02 and 92-12-03) were also inspecte Results:

In the areas inspected, a violation was identified relative to the licensee taking incomplete compensatory measures during the outages of the Standby Shutdown Facility; however, the violation is considered a non-cited licensee identified violation in accordance with the NRC Enforcement Policy (93-25-01).

With respect to the other areas inspected, the licensee continues to have a strong self-identification and self-correction audit program, barriers are well kept, lights and cameras are adequate, maintenance and the resulting minimal use of compensatory measures is a strengt Relative to the prior items, Nos. 93-01-01 and 92-12-02 have been aggressively and thoroughly corrected by the licensee and will be " closed."
