ORDER RESCHEDULING SPECIAL PREHEARING CONFERENCE In our order dated October 23, 1978, and again in our order of November 1, 1978, we established December 12, 1978 as.the date for a special prehearing conference to consider, inter alia, wiiether various petitions for intervention i should be granted and a hearing held (see 43 Fed. Reg. 52069, November 8, 1978). On November 3, 1978, the State

{, of Texas filed a motion asking us to reconsider our orders setting such prehearing conference date. Shortly prior to that time (on November 1,1978), we received an undated bot

! apparently late-filed intervention petition from another l petitioner. We are today filing a separate order with j respect to that petition.

I At our behest, the Staff counsel canvassed the various parties and petitioners to determine whether a mutually i

satisfactory date for a prehearing conference could be .

i agreed upon. The Staff has now advised us that January 11,

1979 would-be satisfactory to all the participants.

. Accordingly, for good cause shown, the special pre-hearing conference originally scheduled for December 12, 1978, is hereby rescheduled for Thursday, January 11, 1979,

. beginning at 9:30 a.m., local time, in the Host International Hotel-Airport, 18700 John F. Kennedy Blvd., Houston, Texas 77205.

< In accordance with the provisions of 10 CFR 52.751a, and"to the . extent consistent with the nature of an operating f license proceeding (see 10 CFR 52.760a), the conference will

! be held to:

(1) Consider all intervention petitions i b to allow the Board to make such pre-liminary or final determinations as f to the parties to the proceeding, as may be appropriate; I

! (2) Permit identification of the key issues l

! in the proceeding; l '

(3) Take any steps necessary for further identification of the issues; and i

(4) Establish a schedule for further actions in the proceeding.

In accordance with the terms of 10 CFR 552.714(a)(3) and 2.714(b), those who have filed petitions for leave to intervene may amend or supplement their petitions by no later than December 26, 1978. We request the Applicants and Staff to file written responses to any such supple-ments, to be in our hands no later than Monday, January 8, l 1979.

(. As permitted by 10 CFR 52.715(a), and to the extent that time is available prior to 5 p.m. on January 11, 1979 beyond that necessary to complete the formal business of i
