Dear Mr. Denton:

In the Matter of the ) Docket Nos. 50-259 Tennessee Valley Authority ) 50-260 50-296 By my letter to you dated August 12, 1980 we submitted a request for technical specification change, TVA BFNP TS 144, for the Browns Ferry Nuclear Plant. That request proposed to change several isolation functions to an alarm function. After several discussions with your staff, we have decided to submit a revised request as a supplement to TS 144. The proposed technical specification revisions are provided as Enclosure 1 and justification for the changes is provided as Enclosure P.

The proposed specifications allow operation for up to 30 days with one temperature switch in the main steam tunnel inoperable. We understand from discussions with R. J. Clark of your staff that this 30-day operability period has already been accepted and endorsed by the NRC staff. Approval of the enclosed specifications will constitute complete approval and close out of TS 144.

Because the enclosed specifications are only a minor revision to TS 14h and have already been essentially approved, we do not believe any NRC staff review is needed. Furthermore, fees totaling $4,800 were forwarded with TS 144. Accordingly, we do not believe additional recs are appropriate and none are being forwarded. This has been discussed with R. J. Clark.
