The notes below reference the attached email.

Joe Phone conversation started at approximately 11:45 am, 1/21/2022. During the call, I noted that I was following up on a 1/19/2022 email related to questions of waste water treatment and municipal supply capacities. I provided background on the Kairos application for NRC and the process of the staffs review of the environmental report (ER) provided to NRC by Kairos as part of the application. In particular, I noted that my review of water resources required a review a wastewater treatment and water supply issues as documented in the ER.

Patrick indicated that the Kairos facility would be treated like any other ETTP tenant with available connections to WTTP plant and municipal water supply services. There is an upper limit to WW discharge service, but it high something like 20,000 gpd (he was unsure of this number), but as he recalled that the Kairos facility wouldnt be using a significant amount of water. The City would have no trouble servicing the water even in wet weather when water becomes especially diluted with rainwater, it presents no problems. There would be no trouble servicing the WW. Since an effort began to limit unnecessary WW entering the system, the treatment volumes have steadily decreased potentially doubling the treatment capacity. Many of the old lines of WWII era age and collecting unnecessary rainwater/seepage. One effort in the K-25 area to plug and cap many of the inflow points to these types of lines have resulted in quite a bit of progress in limiting the unnecessary inflow to the WWTP. Rainwater was/is the primary volume of WWTP inflows.

The current municipal water supply plant is typically producing approximately 7/8 mgd with a capacity closer to 16 mgd and could likely produce 20 mgd maximum. New plant (which is currently funded with the City to shortly seek construction bids), will have ability to produce above 20 mgd maximum with a targeted construction starting date sometime during 2024.

Asked about the ability to the City to service large reserves required for the Kairos fire suppression system as described in the ER, Patrick noted that arrangements could be made to accommodate large reserves like that of the Kairos suppression system. I noted that I need further information on the Kairos system to determine the configuration of the fire suppression system (e.g., holding tank volumes, reserve tanks, frequency of refilling, etc.)

I noted that the fuel fabrication facility is mentioned in the ER and is planned for the site area at some point in the future; however, I was unsure of the WWTP and/or supply demands of that proposed facility at this point. I noted that the City should feel free to contact NRC if any questions or comments arise and Patrick welcomed further inquiries through his office from NRC as needed. Call ended at approximately 12:05 pm.
