RCI Preview for Hermes 2 Environmental Audit

As we discussed earlier today, below is an unofficial preview of the Requests for Confirmatory Information (RCIs) that came out of the Hermes 2 Environmental Audit. Land Use and Visual Resources
RCI LU-1: Confirm that Kairos purchased the 185-ac site in July 2021, has full control of the property, and will observe applicable deed restrictions. (Info Need LU-1)
RCI LU-2: Confirm that Kairos believes that visual analysis from Hermes 1 would result in the same conclusions if Hermes 2 were also present. (Info Need LU-3)
Historical and Cultural Resources
RCI HC-1: Confirm the summary of past investigative activity developed by the staff.

Socioeconomics
RCI SE-1: Section 2.1 of the Hermes 2 ER discusses the employment information.
Confirm that the assumption of the percentage of the in-migrating labor force is the same as indicated in Hermes 1 EIS: one third of the maximum construction workforce (about 283 workers) would need to in-migrate in the five-county ROI. (Info Need SE-1)
RCI SE-2: Section 3.3.2.4 of the Hermes 2 ER discusses tax payment information.
Confirm the following assumptions:
- Hermes 2 pays a property tax rate of $2.34 per $100 assessed value to Roane County, and a property tax rate of $2.3136 per $100 assessed value to the City of Oak Ridge. The total tax payment is about ~$3000 per year for each. (Tax Rate Source: Roane County Tennessee, Assessor of Property.

- Hermes 2 will start to pay 50% of the assessed value for 10 years as payment in lieu of taxes (approximately half to Roane County and half to the City of Oakridge) no later than January 2025. (Info Need SE-2)
RCI SE-3: Confirm that the below information about staffing, work shifts, and duration for the peak construction times are reasonable approximations:
- Total duration of the Hermes 2 construction is 3 years, 36 months (from the issuance of the NRC license). The peak construction period is during the middle 6 months. The peak workforce is 850. Its expected to be Largely day shift except for concrete pours which will occur in evening to avoid congestion.
- Hermes 2 will apply online refueling, indicating no planned outages or maintenance activities with increased workforce size.
- In total, there is expected to be 101 full-time positions for the Hermes 2 operation.
The 59 weekday workers would cover one primary day shift and the remaining 42 workers would cover smaller evening and weekend shifts.
- The postoperational decommissioning information and requirements for Hermes 2 are identical to those detailed for the Hermes 1: an average of 170 workers (340 at peak times) and a monthly average of 4 truck deliveries and 170 offsite waste shipments will be expected. Also, materials consumed during decommissioning are estimated to include approximately 25,000 gallons of diesel fuel on a monthly basis. (Info Need SE-3)
RCI SE-4: Confirm the reasonableness of the following assumptions:
- Primarily trucks are used for the shipments and deliveries (as opposed to train or barge) for Hermes 2, and the load limit is at 80,000 pounds.
- No access road improvements to handle the volume and weight of deliveries to the site would be expected. (Info Need SE-5)
Human Health - Radiological
RCI HR-1: The Hermes 2 construction permit (CP) Environmental Report (ER) does not assess an annual dose to Hermes 2 test reactor construction workers from the operation of the Hermes test reactor. However, the Hermes CP ER does provide a site boundary dose as well as the hypothetical maximally exposed individual (MEI) dose, respectively 0.57 mrem/yr and 2.4 mrem/yr (see Hermes CP ER Table 4.8-3). Since the assumptions for the MEI dose would account for all reasonable exposure pathways as well as assuming full-time occupancy, the MEI dose could be a more conservative value for construction workers than the site boundary dose. Confirm that the Hermes test reactor annual MEI dose of 2.4 mrem/yr would bound the Hermes 2 reactor construction worker dose. (Info Need HR-1)
RCI HR-2: The Hermes 2 CP ER does not provide a site boundary dose from both reactors nor the potential annual dose to decommissioning workers once the Hermes test reactor begins decommissioning (assuming Hermes 2 is operating at the time of Hermes decommissioning). The Hermes 2 CP ER provides a total MEI dose of 4.8 mrem/yr (see Hermes 2 CP ER Table 4.8-3). In estimating the worker dose during decommissioning of Hermes 1 Test Reactor, the Hermes 2 test reactor MEI dose (i.e.,
4.8 mrem/yr) could bound the annual individual worker dose for decommissioning the Hermes test reactor. Confirm the Hermes 2 CP ER MEI dose of 4.8 mrem/yr from the operation of Hermes 2 would bound the Hermes test reactor decommission workers annual dose. (Info Need HR-2)
