Hermes Construction Permit Application Mandatory Hearing Resource Estimate
Dear Mr. Hastings:
This email provides a resource estimate for hearing activities supporting the Hermes construction permit (CP) issuance. On December 15, 2021, the U.S. Nuclear Regulatory Commission (NRC) sent Kairos Power LLC (Kairos) a letter providing schedule and resource estimates for reviewing the Hermes construction permit application (Agencywide Documents Access and Management System (ADAMS) Accession No. ML21343A214). The schedule and resource estimate letter excluded hearing activities because hearing timing and resources could not be reasonably estimated at that time.
Based on the expected completion of the final environmental impact statement and the Commission schedule, the staff is working to prepare for a hearing on October 19, 2023. Based on prior hearing experience and the expected effort needed to complete the mandatory hearing process, the NRC staff has estimated that it will need approximately 1,500 NRC staff hours to complete the hearing activities in support of the Hermes construction permit application. If there are emergent complexities or challenges that would cause significant changes in the estimated resources, the reasons for the changes, along with the new estimates will be communicated via separate correspondence.
