In your correspondence in response to NRCs January 31, 2024 Section 106 initiation letter (Doub to Nicholas), Wendy Berhman stated We appreciate the follow-up on our first two issues of concern. At this point DOE is still in the process of developing plans for the area and there is not clarity yet about public access locations at the site. Until the access locations are defined, we cannot evaluate possible impacts to the park historical resources.

NRC sent another letter dated April 23, 2024 announcing the availability of the Draft EA for review (Rome to Nicholas), including a preliminary determination of no adverse effect to historic properties.

NRC has received two responses:

one Tribe responded our Office does not object to the project proceeding

and the TN SHPO responded Our office concurs with your agency's preliminary determination that no archaeological resources will be affected by the undertaking and that the Archaeological Resources Monitoring and Unanticipated Discovery Plan (Kairos 2024-TN9866) provided adequately for the inadvertent discovery of intact archaeological resources. Additionally, based on the information provided, we find that the project area contains the National Register eligible Manhattan Project National Historical Park. We further concur that the project as currently proposed will not adversely affect this historic property. This office has no objection to the implementation of this project as currently planned.

This email is to determine if NPS agrees with NRCs determinations, as we are now proceeding to a Final EA and FONSI for the proposed action under review by NRC, issuance of a construction permit for Hermes 2 non-power test reactors. Referenced correspondence between NRC and NPS is attached for your reference.
