MEETING

SUMMARY

ON PLANT INSPECTION OF LICENSEE FIRE PROTECTION EXEMPTION REQUESTS

'By letter dated September 16, 1985, Connecticut Yankee Atomic Power Company requested eight exemptions (consisting of 36 deviations) from the requirements of Section III.G.2 of Appendix R. to 10 CFR 50. On December 10, 1985, the NRC and its technical contractor met with the licensee at the Haddam Neck plant to-' discuss the pending exemption requests and the existing' request

, ' for additional' information.

The licensee and the staff went to each of the 36 locations identified in_the exemption requests. At each location, the licensee described the

' ^ current' deficiency in compliance with the necessary Appendix R requirements and described the compensatory measures (detection and/or suppression) currently existing. The licensee also described why they felt that the existing fire protection was adequate.-

H :Upon~ completion of the' plant walkdown, the staff discussed with the licensee-those areas where it . felt the existing evaluations were' inadequate and where

additional information may be necessary. In particular, the inadequacies of

~the evaluations Exemption concerning(Exemption Nos. 4, No. 5 _in 7 and 8 lack of fire dampers (structural steel) ventilation and parts of penetrations)

-were~ highlighted.

The meeting adjourned with the understanding that the contractor would review the information and provide the NRC project manager any additional requests for information necessary to support the licensees exemption requests. It was'also agreed that the licensee would respond to the existiro and future L ' requests for information simultaneously to assure the completeness of the i

response package.
