WiliD AND TORNADO LOADINGS AND 111-4. A, TORNADO MISSILES On April 7,1988, tl.e staff net with Connecticut Yankee Atomic Power Company (CYAPCO) to discuss our request for additional information (RAI) concerning SEP Topics III-2 and lif-4.A.
CYAPC0 stated that their approach will be to I
perforn a probabilistic risk assessment for each snutdown systen with the use of the TORMIS code (Tornado Hissile Risk Analysis Methodology). After performing a base case analysis (plant as is), CYAPC0 will perform an analysis for each system to determine which system upgrade will have the maxinun benefit to the overall risk of tornadoes.
Then based on this analysis in conjunction with a cost-benefit analysis, CYAPC0 will determine a plan to resolve SEP Topics III-2 and III-4.A.
l CYAPC0 is currently working on the base case analysis, but this effort cannot be completed until the switchgear building is complete.
Currently, the main milestone for the switchgear building is the Appendix R compliance.
Once that is complete, the additional controls and features to be included in this seismic, tornado proof building will be determined as part of the Wind and Tornado Analysis.
Based on this meeting, the NRC staff agreed'that the approach seems reasonable, but the NRC staff will need to discuss the TORills code and its applicability with the appropriate review branches.
The NRC staff requested CYAPC0 to provide a conceptual approach submittal with a proposed schedule.
CYPAC0 stated they would inform the staf f by next week as to when such a 1
subnittal could be developed.
