'UMMARY OF JUNE 13, 1990 MEETING REGARDING CONTROL ROOM musIGN REVIEWS AT MILLSTONE 1 AND HADDAM NECK
-On June 13, 1990, the NRC staff meet with Northeast Utilities (NU) to discuss the' status of the control room design reviews, (CRDR) at the Millstone 1 and Haddam Neck Plants. The staff had initiated the meeting becaust based on the review of the proposed Integrated Safety Assessment Program (ISAP) schedules it was not clear which human engineering discrepancies (HEDs) in the CRDR Summary Reports would be resolved and at what schedule.
The staff requested l
NU to clarify the ISAP process, the CRDR process, and their interrelationship i
for the Millstone l'and Haddam Neck' Plants.
In additMn the staff requested NU to provide a list of the HEDs to be corrected ano tae implementation 4
schedule. NU explained the ISAP process and stated that their intention was to always meet the proposed schedule in the CRDR Summary Reports. The ISAP process is a "living" process used by NU to prioritize the CRDR reviews and integrate the corrections with all other ongoing plant projects.
NU stated that the ISAP review has been completed for the Millstone 1 Plant l
and that a'11 HEDs identified in the Summary Report will be resolved over the next tnree refueling outages. The staff noted that NU should document any future changes to the schedule including'the justification for the deletion o# any HEDs to be corrected. NU stated that this would be done as part of the periodic update to the ISAP schedule.
For the Hadoam Neck Plant, NU stated the ISAP process-is not complete. NU agreed to provide the ISAP ranking of all HEDs identified at Haddam Neck by August 30, 1990 with the intention that.
l all HEDs will-be corrected over the next three refueling outages.
Enclosed is CYAPCO's handout for the meeting and the attendance list.

CONCLUSION o
-CLARIFIED ISSUES RELATING TO CRDR AND ISAP.
o ALL CRDR CONFIRMATORY ORDER REQUIREMENTS WERE MET.
o ACTIONS CONSISTENT WITH COMITNENTS AND MUTUALLY AGREED UPON APPROACHES.
o EVALUATING CRDR IN ISAP DOES RQI DELAY IMPLEMENTATION OF HED CORRECTION.
o ISAP UTILIZED TO 'PRIORITIZE AND INTEGRATE HED GROUPS WITHIN SCOPE OF CRDR AND RELATIVE TO OTHER PLANT SAFETY ENHANCEMENT PROJECTS.
o WE CONTINUE TO ENDORSE THE ISAP PROCESS FOR ALL PROJECTS TO ALLOCATE RESOURCES TO ENHANCE PUBLIC SAFETY.
o FOR MILLSTONE UNIT NO. 1, ALL HEDs HAVE BEEN SCHEDULED FOR RESOLUTION OR CORRECTED.
-o FOR THE HADDAM NECK
- PLANT, ALL BUT 144 SCHEDULED.
DISPOSITION FOR THESE WILL BE SUBMI1TED IN SEPTEMBER 30, 1990 ISAP REPORT.
