SUMMARY

CONCERNING THE REVIEW 0F THE CYCLE 14 RELOAD APPLICATION On January 23, 1986, the staff met with representatives of Northeast Utilities and Babcock and Wilcox (B&W) to resolve staff concerns on the pending Cycle 14 reload application for the Haddam Neck Plant. In particular, Babcock and Wilcox presented the methodology for calculating the reduction in the engineering hot channel factor proposed for Cycle 14. B&W stated that the methodology was documented during the Midland ifcensing reviews and this methodology has routinely been used in calculating the penalty factors for the Oconee class nuclear plants.

The presentation by 88W and Northeast Utilities on the engineering hot channel factor resolved all staff concerns.

The staff also discussed deficiencies with the pending reload application.

In particular, the staff stated that a reload report containing the necessary material should be submitted in support of the Cycle 14 application.

After some discussion of the exact content of the report, the licensee agreed to provide a final reload report for Cycle 14 in sufficient time for the staff to complete its review consistent with the Haridam Neck restart schedule.

The staff recommended that an assembly misloading accident be provided by the end of Cycle 14 and stated that this recommendation would be proposed in the technical evaluation concerning the reload.

The last topic area discussed was the pending technical spect'ication changes in support of Cycle 14. The staff and the licensee discuss &d the need for a quandrant tilt surveillance specification and concluded that (1) an administrative technical specification requiring the current surveillance to be continued would be sufficient to permit startup and (2) a application for a technical specification change adding permanent surveillance requirements be submitted within 30 days of restart from this outage. The staff also concluded that the licensee should provide the results of the system flow tests to confirm' $

that the minimum reactor coolant system flow rate and core delta temperature requirements are met.

Lastly, the staff informed the licensee that the staff could not approve coastdown for Cycle 14 without additional supporting analyses. The staff stated that unless those analyses are provided, the staff would issue the 8603100551 060303 PDH ADOCK0500g13 P

pending technical specifications without provision for coastdown and that operation in a coastdown mode during Cycle 14 would need a separate amendment application. -The licensee understood the staff's position and will provide l' the staff with its resolution of this issue in a few days.
