OF APRIL 30, 1985 AND MAY 1, 1985 MEETINGS i WITH NORTHEAST UTILITIES REPRESENTATIVES RE:

F STATUS OF LICENSING ACTIONS AND ISAP EFFORTS

.On April 30, 1985, we met with the Resident Inspector and with the licensing-P personnel for Haddam Neck at the utility's corporate offices in Berlin,

,  ; Connecticut. The goal of this meeting was to introduce the utility counter-

[. parts, to discuss the progress of the ISAP effort and to discuss the status i of licensing actions with the Resident Inspector and my licensing counterparts.

4 The discussion of the progress of ISAP included an identification of past and 3 present projects by Northeast Utilities (NU) which could be classified as

" plant improvements." Those projects which were particularly highlighted

' included the purchasing of a spare main transformer (approximately $4 million),  ;

improvements to the secondary water chemistry program, chemical icboratory upgrades, engineering study to modernize the reactor protection system wiring

' and the complete replacement ~of copper bearing materials in the feedwater

{J system.

h 3 After the discussion of the plant improvement programs, we discussed licensing i L actions which are of particular interest to the Resident Inspector. The first

! action discussed involved a necessary change in the Technical' Specification to l permit on-line testing'of the Post-Accident Sampling System (PASS). NU

. responded that a Technical Specification change request was currently in L progress and that the NRC might receive this request around July of this year. l The next action discussed involved the current integrated leak rate testing '

(ILRT) program at the Haddam Neck Plant. Mr. Swetland stated that in order

-to establish containment integrity at Haddam Neck the January 1986 ILRT must be conducted in full compliance with Appendix J including any necessary exemptions. Mr. Swetland stated that identified problem areas need rapid resolution. He also noted that some of his concerns about Appendix J testing have been identified as ISAP topics and that as such may not be receiving the necessary attention to achieve resolution, t i

for the submittal of the Standard Technical: Specifications (STS)..-NU responded that submittal to-NRC:is expected in August of this year and that actual imple-P mentation would not occur-until~sometime in the sumer of 1986 '(three to four months _ after completion of-their planned outage in January of 1986).. Current =

' internal procedures at NU require all Technical Specification change requests to include.an appropriate STS section so that' approval or rejection wi.11 not.

Eslow internal; review or~ implementation efforts.

LAfter the . departure of Mr.ESwetland, I met with NU repre'sentatives to review the .

current; backlog of. Technical Specification change ~ requests to identify those requests which may no. longer be necessary and to discuss a plan for, eliminating -

. the backlog.of previous' Technical Specification requests. -This process was

  1. particularly fruitful in that one' licensing action-(TAC 51639) currently being-tracked as an active' issue had actually been completed and therefore no further action was required. j However, .we' identified one licensing action (TAC 51995) which was'previously closed, that needed to be reopened because the requested gTechnical Specification' changes were never issued. In an effort to reduce the.

backlog, .a : list of 'important Technical Specification changes was identified and

'it was agreed that theseJidentified actions would receive the necessary attention

~

-to achieve: resolution.

On May 1, we visited the Haddam Neck site and met with Mr. Dick Graves and Mr. John'Ferguson. . After a tour of the Emergency Offsite Facility,

-Mr. Ferguson' served as.our escort on a tour of the plant. I would like to-note' that:during al1 phases of this trip, management at both the NU offices and the plant site made every effort to accommodate our requests. I believe this reflects' positively on NU personnel and management's commitments to assure Lthat NU. plants are properly maintained and operated.
