MEETING WITH WOLF CREEK NUCLEAR OPERATING CORPORATION (WCNOC) AND UNION ELECTRIC COMPANY (UE) REGARDING PROPOSED TECHNICAL SPECIFICATION.AMENDMEN1S FOR WOLF CREEK AND CALLAWAY PLANTS (TAC NOS. MA1294 AND MA1113)

On December 3,1998, a meeting was held between Wolf Creek Nuclear Operating Corporation (WCNOC), Union Electric Company (UE), and the Nuclear Regulatory Commission (NRC).

WCNOC and UE have submitted license amendment applications requesting approval to increase the spent fuel pool (SFP) capacity at the Wolf Creek and Callaway Plants. Holtec International is providing the spent fuel pool rack design and technical evaluations for both licensees; iherefore, members of Holtec international also attended the meeting. Attachment 1 is a list of attendees. Attachment 2 is the licensees' presentation material used during the meeting.

Approval of the amendment applications would allow an increase in the current licensing basis peak brP temperature for Wolf Creek and Callaway Plants. The purpose of the meeting was

, to discuss structural evaluations completed in light of the proposed increase in peak SFP temperature. During the meeting, WCNOC and UE discussed the Callaway and Wolf Creek design basis and the conservatisms inherent in their structural evaluations. The licensees also

! provided profiles of the concrete wall temperature subsequent to a full core offload to better characterize the expected temperature effects of the proposed reracking on the SFP concrete walls.

At the conclusion of the meeting, the staff agreed that adequate information had been provided l to allow the staff to complete its review of the amendment applications. At the staffs request, l the licensees committed to update their respective safety analysis reports with information on
