The NRC staff has reviewed Wolf Creek Nuclear Operating Corporation's request for amendment to the Wolf Creek technical specifications dated March 20,1998, and its j
supplement dated May 28,1998, to support the modification to increase the spent fuel pool capacity at the Wolf Creek Nuclear Generating Station. As a result of the review, the staff has determined that additional information is needed to complete the review. The information needed is detailed in the enclosure.

Proposed improved Technical Specification (ITS) 4.3.1.1 would allow storage of fuel in the spent fuel storage racks with maximum enrichments up to 5.0 wt% U-235. Huwever, proposed ITS 3.3.1.2.a specifies a maximum enrichment of only 4.45 wt% U-235 for acceptable storage in the new (fresh) fuel racks. How will fuel greater than 4.45 wt% be stored?

Credit is taken for soluble boron under accident conditions. What are the plant requirements (i.e., technical specifications, administrative, etc.) for minimum soluble boron concentration? What is the minimum valus and surveillance interval?
