J. H. Taylor to K. M. Thomas, dated July 18,1996 j The NRC staff is completing its review of the Union Electric (UE) amendment application that requests approval to install the electrosleeve steam generator tube repair in Callaway Plant,  ;

Unit 1 (Reference 1). The electrosleeve tube repair was developed by Framatome Technologies Inc. (FTI). Personnel that participated in the telecon on March 18,1999, are

. listed in Attachment 1.

During the telecon, FTl personnel discussed the electrosleeve strength data at elevated temperatures provided in Reference 2. FTl personnel described the temperature profile time history for each sample to ensure the staff and UE personnel have a common understanding of i

' this information.

, Considering that the strength data available indicates electrosleeve material strength will l decrease significantly at high temperature severe accident conditions, the staff is evaluating the

l. capability of the repaired steam generator parent tube and installed electrosleeve to maintain integrity during severe accident conditions.- The staff described their in progress evaluations to FTl and UE personnel. FT! personnel indicated that they are preparing a white paper to
- describe their understanding of the behavior of electrosleeve repaired tubes during severe i accident conditions. The white paper information would be more qualitative in nature compared i to the staff's ongoing quantitative evaluation. FTl and UE personnel agreed that FTl will )

provide the white paper to the NRC staff. -

UE personnel faxed an evaluation of the Callaway plant specific probability of scenarios that could cause severe accident conditions in the steam generator tubes. This fax was discussed during the second telecon and is enclosed as Attachment 2.

The staff is considering this probability data in the ongoing review of the amendment application.
