Corporation's staff to discuss the status of licensing actions currently under '

review by the NRR staff and to discuss any upcoming requests the licensee has identified. This meeting was at the Wolf Creek site.

Summary:

1. The status of the following amendment requests were discussed:
a. Installation of Swing Charger in DC Power System (TAC M94283)

This amendment would allow the installation of a third battery charger in each train of the DC power system to function as an installed spare for either of the two existing battery chargers in each train. The staff has issued a request for additional information (RAI). The licensee is currently developing the response to the RAI. There was some discussion of what the staff was looking for in the RAI. These issues were clarified for the licensee. The licensee expects to submit their response by October 4, 1996, as requested by the staff.

2. b. ECCS Accumulator Allowed Outage Time (TAC M91859)

This amendment would increase the allowed outage time (A0T) for an ECCS accumulator from I hour to 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> for canditions other than boron concentration outside the allowable band and would add a new action statement that would allow 72 hours8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br /> to ,eturn the boron concentration in the accumulator to within the 411owable band.

The 72-hour A0T for boron concentration is in accordance with Generic Letter 93-05. The 24-hour A0T is based on a risk argument, supplemented with administrative controls to ensure key safety systems are in service prior to removing the accumulator from service. The supplement providing information on the administrative controls is dated September 5, 1996. The staff is reviewing the proposed amendment. The licensee was informed that amendments that use a PRA-based argument to increase the allowed outage time has to be reviewed by senior NRR management before issuing.

c. Relocation of Containment Isolation Valves (TAC M91899)

This amendment proposed to relocate the containment isolation valve list from the technical specifications (TS) to plant procedures.

However, the request also included a change in A0T from 4 to 12 hours1.388889e-4 days <br />0.00333 hours <br />1.984127e-5 weeks <br />4.566e-6 months <br /> for the reactor coolant pump seals supply and return line isolation valves. The licensee has. reconsidered the need for this change. A supplement will be submitted that withdraws this 1 proposal. This request will then be in accordance with the guidance of Generic Letter 91-08.

d. Removal of Temperature Limits for Performance of Rod Drop Time Tests (TAC M94285)

This proposed amendmeng would remove the current temperature requirement, Tm >551 F, for the performance of rod drop time tests. This issue is currently being pursued, by the licensee, with the Westinghouse Owners Group (WOG) as a generic issue for Westinghouse plants. The staff has requested additional information and is not actively reviewing this request. Depending on the actions of the WOG, the licensee may withdraw this request. .

2. The status of the following licensing activities were discussed:
a. Exemption from 10 CFR 70.24 (TAC M89161)

This would exempt the licensee from the requirements to have criticality accident monitors in the spent fuel and new fuel storage areas. Because of the increased attention given to exemptions, a schedule for completion was not discussed. Other options were discussed such as withdrawal of the request and waiting for the rule change to be issued, or requesting an exemption to the periodic drill requirement of 10 CFR 70.24(a)(3).

b. Relief Request for the Temporary Repair of the EDG Intercooler Drain Line (TAC M96477)

This request is being actively reviewed by the staff.

d. Individual Plant Evaluation (TAC M74490) lt The last supplement has been received from the licensee. The staff 1 is actively reviewing the last supplement.

Other utilities have received this change,

b. A change to TS 3.9.4 to allow the opening of steam generator drain valves while fuel movement is in progress. The valves are manual valves and the proposal will be to station dedicated personnel to close the valve in lieu of automatic action, as required by the current TS. A traveler has been submitted to incorporate this into the improved standard technical specifications.
c. The next core will use ZIRLO cladding. The TS will have to be changed to allow the use of ZIRLO.
d. A request is being considered to change the frequency of slave relay tests from quarterly to every 18 months. This is a generic issue for Westinghouse plants. This request.will follow the lead plant.
