MEETING WITH UNION ELECTRIC COMPANY AND WOLF CREEK NUCLEAR OPERATING CORPORATION REGARDING THE PROPOSED AMENDMENTS TO THE TECHNICAL SPECIFICATIONS TO SUPPORT MODIFICATIONS TO THE SPENT FUEL POOLS On Wednesday, May 13,1998, a meeting was held with Union Electric Company, Wolf Creek Nuclear Operating Corporation and the Nuclear Regulatory Commission to discuss the licensees' proposed amendments to the technical specifications to support planned modifications to the spent fuel pools at the Callaway and Wolf Creek plants. Attachment 1 is a list of attendees. Attachment 2 is the licensees' presentation material used during the meeting.

During the meeting, the licensees' and their contractor, Holtec Intemational, provided the staff with an overview of the planned modifications to the spent fuel pools and discussed several administrative issues pertaining to the review. The following issues were discussed during the meeting:

The staff recommended that the licensees review their responses to NRC Bulletin 1

%-02, " Movement of Heavy Loads Over Spent Fuel, Over Fuel in the Reactor Core, or Over Safety-Related Equipment," to assure that the activities associated with the planned modifications are consistent with the responses.

Based on concems raised by the staff in Ma' rch 1998, regarding Holtec's designation of proprietary material, Holtec indicated that they had performed a review of the submittals, i

and will reclassify certain material contained in the submittals as nonproprietary. The new submittals from the licensees are expected around May 31,1998.

The staff informed the licensees that based on the complexity of the review and the current workload, the staff does not anticipate that it will be able to support the request l
