SUMMARY

OF MEETING HELD ON DECEMBER 8, 1993 TO DISCUSS THE JOINT TECHNICAL SPECIFICATION IMPROVEMENT PROGRAMS AT WOLF CREEK AND CALLAWAY On December 8,1993, members of the NRC staff met with representatives of Wolf Creek Nuclear Operating Corporation, Union Electric Company, and a licensees' contractor to discuss technical specification changes being considered by the licensees for Wolf Creek and Callaway. A list of attendees is provided as Enclosure 1. The discussion was relatively informal and there were no handouts associated with the licensees' or staff's presentations.

The licensees stated that the joint technical specification program would likely be implemented in two phases. The first phase would involve the

ubmittal of a large number of changes and would largely consist of the relocation of various technical specifications to other licensee controlled documents. The second phase would consist of the submittal of various individual line item improvement proposals. The licensees did not provide specific examples of technical specifications which were likely to be addressed by either of the program phases.

Chris Grimes, Chief, Technical Specifications Branch, provided the licensees with the status of conversions to the improved Standard Technical Specifications. Staff policies and practices related to partial implementation of the improved Standard Technical Specifications were also described.

In order to allow the staff to plan for major review efforts and allocate appropriate resources, the licensees stated that a letter would be submitted to describe the project and provide a projected schedule.
