SUMMARY

OF OCTOBER 29, 1997, MANAGEMENT MEETING WITH WESTINGHOUSE TO DISCUSS DESIGN CERTIFICATION SCHEDULE FOR THE AP600 The subject meeting was held on October 29, 1997, ;.. the Rockville, Maryland, office of the Nuclear Regulatory Commission (NRC) between representatives of Westinghouse and the NRC staff. The purpose of the meeting was to discuss problems and progress affecting the AP600 review schedule. Attached is a list of meeting attendees.

Highlfghts from the meeting include the following items:

The NRC staff plans to go forward with the AP600 schedule paper to the Commission without any significant changes from the schedule previously discussed with Westinghouse management. Although efforts have been it.t.de to determine if the schedule could be accelerated based on parallel procesting of Final Safety Evaluation Report (FSER) inputs and Advisory Committee on Reactor Safeguards below), these efforts are still u(ACRS) review changes nder consideration and(see discussion no definitive improvements have yet been established. The staff is committed to providing a schedule that both it and Westinghouse can meet without any further slippaga. Westinghouse requested that potential improvements from an aggressive ACRS schedule be recognized in the paper. The staff did not think that it was appropriate to detail the approaches the ACRS is considering in the Commission schedule paper, especially since the ACRS review plans have not been finalized. However, the staff agreed to identify that efforts were underway to attempt to improve the schedule.

During the October 9, 1997 Westinghouse /NRC management meeting, it was identified that the ACRS does not have a tull committee meeting sched-uled for the month of August which could delay the final design approval (FDA) by one month. A member of the ACRS staff stated that it was ,

considering possible efficiencies such as:

If the advanced FSER is received by the ACRS by May 1, 1998, then the ACRS may be able to finish its review and issue a final letter 1 by the end of July 1998. o If the advance FSER is received after May 1,1998 (but no later than June 17,1998), then a final letter may not be issued until hhO September 1998.

  • - In an atcempt to accommodate an accelerated review schedule, the ACRS plans to start subcommittee reviews in February and have interim letters issued by the full committee. Currently, the ACRS is co.sidering meetings on February 4, 1998, March 31, 1998, April 1, 1998, and May 12 through 14, 1998. The ACRS representa-tive emphasized that an accelerated ACRS review is predicated on a high quality SSAR and FSER with no significant open items.
  • The ACRS staff member noted that these approaches are currently under consideration by the Committee, and are not finalized at this time.

- The NRC staff is continuing to identify FSER o)en items to Westinghouse as the FSER sections are received from the tec1nical review branches.

The cutoff date for most FSER inputs (with some exceptions) is the end of November 1997. Westinghouse stated that it currently has 33 FSER open items identified in the open item tracking system (OITS).

- ITAAC is proceeding with no obvious schedule delays currently foreseen.

The Westinghouse meetings with the Plant Systems Uranch (SPLB) and Containment Systems Branch (SCSB) technical reviewers may be delayed until early December 1997, (to allow the FSER inputs to be completed),

but this should not impact the overall ITAAC review schedule. The NRC staff also noted that it anticipates that the SPLB and SRXB reviews may be more difficult than the I&C and FELB reviews have been.

- The NRC staff noted a potential problem related to the SPLB FSER open items. More than half the open items received to date are. commitments which Westinghouse made during meetings or telecons for which it appears it failed to follow through on. The staff stated that many of the items were identified in OITS. Westinghouse stated it would followup on this potential problem and determine what actions were appropriate.

- Schedules for Westinghouse deliverables were discussed as noted below:

  • The fire protection submittal would be hard delivered to the NRC by November 3, 1997.
  • The staff agrees with the general approach on ATWS discussed with Westinghouse during an October 22, 1997, telecon. The staff requested a schedule for ATWS issue resolution. Westinghouse committed to provide a schedule with interim milestones to allow NRC feedback.
  • The staff requested that the RTNSS resolution effort be moved _ up from the currently identified December 12, 1997, date. Westing-house stated that it would determine if this date could be improved. In addition, Westinghouse stated that it still wished to discuss and understand the sensitivity studies performed by the staff in its review of the focused Level 1 and 2 PRAs and refer-enced in an October 2, 1997 letter. The staff stated that the sensitivity studies were not the basis for the staff's concerns about the low availability values Westinghouse has proposed for

o November 6, 1997 the RTNSS important systems and, therefore, it would not provide its internal sensitivity studies to Westinghouse but agreed to discuss-them with Westinghouse in more detail. Westinghouse requested a telecon with the appropriate technical review staff to provide more information on the staff's RTNSS sensitivity studies.

The staff agreed to arrange the telecon. ,

  • The staff and Westinghouse agreed to have a telecon on the recently issued missile protection RAls to establish the best approach to resolve these items.
  • The staff agreed to consider senior management involvement.in an upcoming meeting on the AP600 nuclear island basemat design.

SSAR Revision 17 would be shipped the week of November 3,1997.

The last scheduled SSAR and Tier 1 submittals are January 30, 1998.

A draft of this meeting summary was provided to Westinghouse to allow it the opportunity to comment.
