SUBJECT:

SUMMARY

OF MEETING WITH WESTINGHOUSE TO DISCUSS THE STATUS OF THE DESIGN CERTIFICATION REVIEW OF THE AP600 The subject meeting was held in the Rockville, Maryland, office of the U.S. Nuclear Regulatory Commission (NRC) between representatives of Westinghouse and the NRC staff on February 11, 1998. The purpose of the meeting was to discuss the status of the open issues resulting from the design certification review of the AP600. The attachment is a list of meeting attendees.

Mr. Roe opened the meeting stating that the staff has identified a change in the Standard Safety Analysis Repo 1 (SSAR) that it did not expect. The staff expressed concem that unexpected i changes may have been made to the SSAR after the Draft Safety Evaluation Report (SER) was issued in November 1994. Such changes may not have been identified by the staff until recently because the staff closed out those areas in that 1994 report, and saw no need to rereview those i areas. The staff is now in the process of performing a final verification of its FSER against the SSAR. Westinghouse agreed to ask its SSAR Section Leaders what changes were made in the {

l SSAR that the staff may not be aware of.  !

The staff indicated that it intends to provide the Advisory Committee on Reactor Safeguards with advanced copies of FSER Chapters that do not contain open items to support the meeting scheduled for March 31 - April 1,1998.

j The participants then discussed what issues were candidates for appeal meetings with NRR l

senior management. Potential candidates included fire protection; inspections, Tests, Analyses, and Acceptance Criteria; and code development issues.

Expected submittal dates for certain key licensing issues were discussed, as follows.

. Revision 20 to the SSAR Submitted today

. Revision 21 to the SSAR To Be Determined

. WGOTHIC Scaling Report February 27,1998

. Security Design Report February 20,1998

. Responses to RAls on hydrodynamic loads Within 2 weeks

. PIRT Scaling Report Within 2 weeks

< NOTRUMP information By next week

. ITAAC descriptions Within 2 weeks 1

Marcli 12, 1998 Westinghouse requested the NRC to provide feedback on those items after a response had been provided. At the conclusion of the meeting, dates for upcoming meetings and remaining work were discussed. A draft of this meeting summary was provided to Westinghouse to allow them the opportunity to comment on the summary prior to issuance, original signed by:
