OF APPEAL MEETING

An appeal meeting was held on June 11,1998, in the Rockville Maryland office of the Nuclear Regulatory Commission (NRC). Westinghouse requested a meeting with the Director of the Office of Nuclear Reactor Regulation in order to appeal the NRC staffs position on the use of the

- AP600 building figures in Section 3.3 of the AP600 Tier 1 Material. A list of the meeting attendees is provided in Attachment 1.

Jhe meeting began with my presentation of the NRC staff's position (refer to handout in g .' Attachment 1). The first 2 pages of attachment i summarize the NRC staffs position to include -

J the building figures in the physical arrangement inspection, define physical arrangement, and -!

provide the previously accepted guidance on interpretation of figures. The remainder of

attachment 1 provides selected pages from Tier 1 information for AP600, Advanced Boiling

, Water Reactor, and System 80+ to facilitate comparison of this issue among the 3 designs.

Mr. Vijuk presented the Westinghouse position on the use of the building figures (refer,to

' handout in Attachment 2). After an extended discussion, the parties agreed to resolve this issue  :

, by including the building figures as part of the scope of the physical arrangement inspection )

"(refer to markup of page 3.3-1 in Attachment 3) and replacing Note 2 on all of the building figures )

with a new Note 2 (refer to circled, markup in Attachment 4). These changes will be included in :

Revision 6 to the AP600 Tier 1 Material.

June 11,1998 APPEAL MEETING on AP600 BUILDING ITAAC Staff Requirement: Include Figures 3.3-1 through 3.3-14 in the Tier 1 design description for the AP600 Buildings (Section 3.3) so that the physical arrangement (configuration) of the N1 and Annex buildings is within the scope of the basic inspection performed under the ITAAC verification program (refer to markup of page 3.3-1) and dalalp Note 2 from all of these figures.

Then the AP600 physical arrangement inspection will be consistent with the inspection of the arrangement (configuration) for the ABWR and System 80+ buildings (refer to attachments).

Definition: Physical Arrangement (for a Building) means the arrangement of the building features (e.g., floors, ceilings, walls, and basemat) and of the structures, systems, or components within, as specified in the building design description (refer to attachments).

Interpretadon of Figures in many but not all cases, the design descriptionhSection 2Mlude one or more figures. The figures may represent a functional diagram, general structural representation, or another general illustration. For instrumentation and control (1&C) systems, figures may also represent aspects of the relevant logic of the system or put of the system. Unless specified explicitly, the figures are not indicative of the scale, location, dunensions, shape, or spatial relationships of as-built structures, systems, and components. In particular, tt:. .vbuilt attributes of structures, systems, and components may vary from the attributes depicted on the figures, provided that those safety functions discussed in the design description penaining to the figure are not adversely affected.

Goal: to achieve an approach to the verification of building arrangements that is consistent in scope, detail, and interpretation to the certified approach on the ABWR and System 80+ designs )
