SUMMARY

OF MAY 19, 1997, FIRE PROTECTION MEETING ON THE AP600 On May $,1997, representatives of the Nuclear Regulatory Commissica (NRC) and West 'nghouse met to discuss fire protection issues on the AP600 design.

4 Attachment 1 is a list of attendees.

2 Westinghouse stated that they believe that they comply with Appendix R to 10 CFR Part 50; the staf# W. agreed. Westinghouse indicated that they felt

! that tney employed the x 9hilosophy towards fire protection that General Electric did on the Adve,ed Boiling Water Reactor (ABWR); i.e., that the

shutdown systems for the AP600 are protected, and that the normal systems are 1

available for use, but not required. The staff stated it felt that there is t

quite a difference between the two design philosophies:

1. The ABWR uses much of the safe shutdown systems as the normal shutdown systems while the AP600 does not; i 2. The ABWR can get to cold shutdown using its safety systems, while the AP600 cannot;
3. The ABWR containment is inerted while the APC00 is not; and l 4. The ABWR can handie an independent single-failure along with a fire while the AP600 cannot; i The staff believes that the AP600 should be able to use the normal shutdown i systems during a fire, and then use the passive shutdown systems, if required.
Westinghouse indicated that they intended to appeal this position to the i

Director of the Office of Nuclear Reactor Regulation.

During the meeting, the staff clarified their position regarding demonstration of adequate equipment separation for specific fire zones (see Attachment 2).

The staff also discussed its position on smoke control, stating that portable x exhaust fans and ductwork were not acceptablu br removing smoke. Westing- U i house needs to demonstrate that the normal vent:lation system is capable of  !

removing. smoke. Also, acceptable smoke removal capability for stairwells and

~ elevator shafts needs to be demonstrated. The staff indicated that its t }

position on smoke control wou1J be issued shortly.

During the meeting, Westinghouse stated that it was going to upgrade the plant standpipe system design to Class III, and further discussion would be pro-vided regarding the time it takes to open the valve to the main fire main. The staff also expressed concern regarding explosion hazards caused by having the

u 2- June 4, 1997 fire pumps inside the turbine building. Additional discussions included the need for Westinghouse to clarify what was meant le " equivalent fire duration,"

and the need to request an exemption for the design of the gypsum stair wells.

The staff indicated that the shutdown report's discussion of fire protection during plant outages was very brief, and needed to be expanded.

At the end of the meeting, Westinghouse indicated that it would get their response to the staff positions by June 2, 1997. A followup meeting would then be held a few weeks later.
