REVISION 16 TO THE FORD NUCLEAR REACTOR EMERGENCY PLAN (TAC NO. M99366)

Dear Dr. Fleming:

This letter acknowledges receipt of your letter dated July 2,1997, which enclosed '

Revision 16 to the University of Michigan Ford Nuclear Reactor Emergency Plan. Since you made a determination that the changes do not decrease the effectiveness of the emergency plan, we assume that you submitted the changes under the provision of 10 CFR 50.54(q).

  • In the future, please cite 50.54(q) as the basis for making changes to the emergency plan that do not decrease the effectivenen et 'ha plan.

Based on your determination that th ch- 93s do not decrease the effectiveness of your emergency plan, and that it continua to mt the requirements of Appendix E to Part 50, NRC approval is not required.

However, there is one change, the celetion of self contained breathing apparatus, that appears to decrease the effectiveness of the plan. Please provide the technical bcsis, within 60 days of the date of this letter, for removing respiratory protection from the plan, and demor. strate why this change does not decrease the effectiveness of the plan under 50.54(q).

Our initial review of these changes indicates them to be in accendance with 10 CFR 50.54(q). Irnplementation of these changes will be subject to inspection to confirm that they did not decrease the effectiveness of your emergency plan.

In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of this letter will be placed in the NRC Public Document Room, if you have any questions, please call me at 301-415-1102.
