SAFETY EVALUATION REPORT, LICENSE AMENDMENT APPLICATION DATED NOVEMBER 20, 1985, AND SUPPLEMENTS DATED DECEMBER 10, 1985, MARCH 14, AND MAY 16, 1986, RE FUEL COMP 0NENT DESIGN CHANGES AND STORAGE REQUIREMENTS

Background

On November 20, 1985, UNC submitted an application for license amendment. On December 10, 1985, UNC revised the application to correct an error in Part II of the application. In response to our letter of February 7,1986, UNC revised the application by a submittal dated March 14, 1986. Because of classification errors, the latter document was not reviewed until May 6, 1986.

On May 16, 1986, UNC submitted a missing page and corrected an error in the March 14 submittal. The revised application provides for the fabrication of new fuel components and new storage requirements.

I In the March 14, 1986, submittal, UNC requested that Section 3 of the application, as revised, be authorized before Section 8 was reviewed. Accordingly, this action is limited to Section 3 of the revised application.

Discussion

In Amendment No. I to the UNC license, only certain items in Table 3.9.5.1, Part I, were approved. In this licensing action, the applicant has revised the j Table in Part I and the supporting documentation in Part II. Table 3.9.5.1, Part I, describes unit quantities and spacing requirements for different process steps in manufacturing the new parts. Table 3.9.5.3, Part I, has been revised to j describe the new parts.

, The safety denionstrations in Part II of the application demonstrates conformance with existing safety criteria in the application.

! Pages 3-31 thru 3-35, Part I, dated March 14, 1986, and pages 3-36 thru 3-38, 3

Part I, dated November 20, 1985, should be incorporated into the license. The license amendment should have no adverse effect on the public health and safety or on the environment. Approval is recommended.

The Region I Project Inspector has no objection to this action.
