UNC's license requires tilat the air in the facility (Building B) flow in a f
specific direction and that the balance be checked quarterly. The subject application requested the air flow requirements be modified as follows 1.
Differentiation of air flow in contaminated areas will not be required when i
the airborne concentration of radioactivity in the work areas is less than i
15 percent of the maximum permissible levels as specified for restricted 1
areas in 10 CFR 20.

The pack assembly room and hallway are at a positive pressure with respect l
to the adjacent change room.
Discussion Both the features of the ventilation systems and government contract technical code requirements requiring positive pressure in the pack assembly room have made it difficult to maintain continuous localiaed air flow in a specific direction.
These factors made air flow in the facility conflict with the Itcense requirements.

Under the existing air flow condition, the quarterly averspe airborne concentration of radioactivity for the past 3 years in the work areas has bean less than 3 percent of restricted area HPC in 10 CFR 20 (provided by Mr. D. Luster of UNC during a telecon on August 29.1988). The staff has determired the impact of the proposed changes in air flow recuirements is minimal and agrees to the i
changes.
Conclusion /Recomendations The staff concludes that UNC proposed modifications in air flow requiremer,ts is acceptable and recr.m ends approval of the application.
The Region ! Principt1 Inspector has tio objection to this proposed action.
