SUBJECT:

SAFETY EVALUATION REPORT, LICENSE AMENDMENT APPLICATION DATED JULY 16, 1986, RE: EXTENSION OF TERMINATION DATE FOR DISCHARGING LIQUID WASTE INTO LEACH FIELD B&ckground On July 16, 1986, UNC submitted an application for license amendment. In the submittal, UNC requested an extension of the termination date for uranium discharges to the septic leach field.

Discussion In the subject amendment application, UNC based their request on two items:

1. There have been delays in the completion of the extension of the Montville Sanitary System due to various construction factors and;

2. The State of Connecticut has yet to issue UNC a discharge permit.

The above items were discussed with Mr. Ken Majors, State of Connecticut, on August 13, 1986. He foresaw no problems in ratifying these items within 1 year.

Finding / Conclusion The staff concludes that a revision for the termination date for uranium discharge to the septic leach field should be authorized for a 1 year time period or 30 days after issuance of a state discharge permit, whichever is earlier.

The Region I Project Inspector has no objection to this action.
