SAFETY EVALUATION REPORT, AMENDMENT APPLICATION DATED MARCH 8, 1989, RE EXEMPTION FOR 10 CFR 20.200(f) AND REVISED SPECIFICATIONS FOR RADIATION MEASUREMENT INSTRUMENTS Background ,

10 CFR 20.203(f) specifies labeling requirements for containers of radioactive materials. .By application dated February 1,1989, as revised March 8,1989, UNC requested the posting of signs outside the work areas rather than labeling each -l container. The licensee also revised the specifications for radiation measure-ment instruments. ]

Discussion Because it is impractical to label some individual containers, UNC has requested the posting of certain areas with a sign bearing the words, "Every container in this area may contain radioactive material," rather than label each container.

In the application, the licensee requested that the provisions of 10 CFR 20.203(f)(1) thru (4) be exempted. However, UNC only provided justification for'10 CFR 20.203(f)(1) and (2). Accordingly, the staff recommends approving this request with the following condition:

38. Notwithstanding Section 4.1.5, Part I, of the application, the licensee is hereby exempted from the labeling requirements of 10 CFR 20.203(f)(1) and (2) for specific areas within the controlled access area provided a sign bearing the words, "Every container in this area may contain radioactive material," is posted for such areas.

UNC also provided additional specifications for the radiation measurement instruments. The specifications include the type and purpose of each instrument, range of detection, and instrument's availability. UNC also committed to evaluating the detection limit of the counting system and maintaining records of the evaluations. i 890422 "

PPR 1 : tac 9 UNC, Inc. 2-Conclusion / Recommendation The staff concludes that the exemption request and the revised specifications for radiation' measurement instruments would not cause an undue risk to the workers' health and safety. Subject to the above condition, approval of the application is recommended.

The amendment application was discussed with J. Roth of Region.I.on March 23, 1989, and he has no objection to the proposed action.
