SAFETY EVALUATION REPORT, LICENSE AMENDHENT APPLICATION DATED JANUARY 11, 1988, RE FABRICATION OF NEW TYPE COMPONENT BACKGROUND UNC is authorized to make subcomponents for a particular haval reactor program.

In the subject applicatiori, UNC requests authorization to fabricate and store a new type of component.

DISCUSSION Table 10.0-I, Part I of the application, has been modified to provide dimensions ar.d mass limits for the component. Section 8.2.4, Part I of the application, has been revised to provide spacing requirements for the ccaponent during fabrication and storage.

Part II of the application has been modified to demonstrate the safety of the pr aposed operations. The licensee has compared UNC's k-effective calculations with calculations by the Navy's contractor / designer. The safety demonstracion shows good comparison between the two sets of calculations. However UNC ignored the bias correction which the Contractor / Designer reported. The staff corrected this error as part of the review. The results are that UNC's calculations are slightly non-conservative by comparison. The Contractor / Designer bias adjustment is based on numerous calculations of critical cores. This non-conservation does not significantly affect the evaluation because the k-effective of the component is acceptable even with the bias correction. However, it should be considered correctly in future evaluations.

Conclusions / Recommendations The staff concludes that the new component can be fabricated and stored without undue risk to the health and safety of the public. Approval of the application is recourended.
