SAFETY EVALUATION REPORT, APPLICATION DATED MAY 6, 1985, (SUBMITTED BY LETTER DATED MAY 14,1985) AND SUPPLEMENTAL REVISION DATED JULY 17, 1985, RE ORGANIZATIONAL CHANGES, NUCLEAR CRITICALITY SAFETY LIMITS, AND NEW FABRICATED PARTS

Background

in the subject amendrent application, UNC proposes to reassign responsibility for nuclear criticality safety, radiological safety, and other services to the Technical Director. In Chapter 3. Part I of the license. Ut.C proposes to replace Table 3.9.5.1 and add two new tables to specify fuel and fuel p a rt s. in Chapter 8. Part I, UNC proposes to add a page for storage of arrays of drums containing uraniun. In Chapter 10, Part I, UNC proposes to revise the table listing safe limits for fabricated parts. UNC has provided pages for Part 11 of the application in support of these proposed changes.

Discussion A. Organization New page 2.1-1. Part 1 provides a description of the organization. The President and General Manager is responsible for operation of the division facilities. Responsibility for nuclear criticality safety and radiological safety has been delegated to the Director of Technical Services. Responsibility for irplementing the safety programs has been delegated to the Manager of huclear and Industrial Safety. The Vice Presidents of Operations, Engineering, and Ouality Control are responsible for enforcing and applying the program conditions for safety which have been established by the Manager, NIS.

The revised organizational chart suhnitted for Part 11 of the application shows that the operations and engineering functions report to the Executive Vice President while the quality control and technical services functions report to the President.

R. NUCLEAR CRITICALITY SAFETY Classified Table 3.9.5.1, Chapter 3, Part 1, consists of five units of enriched urantun and associated spacing requircrents for the units. Justification for the individual limits and spacing requirerents were presented in Part 11.

Iter' 1 is a safe mass unit. Item 2 is a favorable geometry or volure unit.

Iten 3 is a favorable geometry unit. Spacing has been established to assure both unit and array safety. Array safety for each type unit is based on a surface density rethnd.

Items 5 and 6 are types of production process equipment. The k-effective for each unit spaced in an infinite planar array has been shown to be less than 0.92.

The remaining iteris in Table 3.9.5.1, Part I. were not reviewed and are not being approved in accordance with the applicant's letter of July 17, 1985.

Items 5 and 6 are being approved by the arsendment even though the letter of July 17, 1985, is confusing on the issue.

New Section 8.7 will permit arrays of 55-gallon drums, each containing no more than 350 grams U-235, to be stored in a planar array. Drums may be stacked two layers high. Because the nature of this storage has not been described, the following condition is reconnended:

Outdoor storage of arrays conforming to Section 8.7 is not authorized.

C. Fabricated parts Item 4h of Table 10.0-I has been expanded to include a dif ferent type of fuel corponent in three stages of f abrication. In Section 10.b, Part II.

UNC shows that the new corponent is less reactive than the corponent currently in the license. UNC also proposes shipping these copponents. Since shipping has not been evaluated under this license, the following condition is proposed:

Notwithstanding the Footnote in Table 10.0-1, Part I, transport of such items is not authorized by this license.

The letter of July 17, 1985, indicates that item 4a of Table 10.0-I, Part I, has been changed. Mr. Gutman, by telephone on July 24, 1985, indicated this was not so.

Conclusion /Recornendation The staff concludes that the organizational changes, Chapter 3 revisions, Chapter 8 storage criteria, and Chapter 10 limits for new parts will not cause undue risk to the health and safety of the public or to the environment. Subject to the conditinn specified above, approval of the amendment is reconenended.

The Region ! Project inspector has no objection to this proposed action.
