(A) SAFETY EVALUATION REPORT, AMENDMENT APPLICATION DATED NOVEMBER 20, 1985, AND SUPPLEMENTS DATED DECEMBER 10, 1985, MARCH 14, MAY 16, JULY 22, (RESUBMITTED ON AUGUST 11,1986) AND AUGUST 22, 1986,
- AND (B) REVISION OF RADIOLOGICAL CONTINGENCY PLAN, LETTER DATED JUNE 3, 1986 BACKGROUND In the November 1985 application which UNC revised in December 1985, UNC requested authorization to make new parts using new process limits. In response to NRC questions, UNC further revised the application in March 1986. Because of manufacturing requirements, UNC asked that Section 3 of the application be approved before the rest of the application was processed by NRC. To accom-modate UNC's manufacturing requirements, License Amendment No. 3 was issued on June 12, 1986. The May 1986 supplement from UNC supplied a missing page for Section 3 and revised the index for Section 8. The July 1986 supplement was submitted to correct additional errors in previous supplements. The August supplement provided administrative controls and corrected minor errors in previous supplements.
This Safety Evaluation Report addresses revisions and additions to Sections 8 and 10, Part I, and supporting information in Section 8, Part II, of the amendment application, as revised. Section 3 changes were approved by
DISCUSSION The proposed revisions in Section 8, Part I, establish seven nuclear criticality safety limits for racks and carts which will be used for storage of fabricated components. For each of the items, UNC has proposed a maximum number of compo-nents in each type of storage unit and has established separation distances between storage units. Each unit and arrays of units have k-effectives which do not exceed maximum limits established previously in the license. The units may be mixed with other types of units in the arrays. Proposed Item E limits on Page 8.2-10, Part I, are for a rack containing 15 clusters with control rod devices installed in all but one of the clusters. Metal covers would be placed on the 14 rodded clusters. The applicant will use administrative controls implemented by written procedures to assure that 14 of the clusters have control rods and metal covers.

UNC, Inc. 2 SEP 0 31985 The two pages in Section 10, Part I, established parameters for two new components which may be fabricated at UNC.
The components are fabricated using techniques which have previously been approved for use at UNC. No unusual radiation safety issues are involved with this licensing action.
The changes in the Radiological Contingency Plan are essentially administrative in nature and do not decrease the effectiveness of the Plan. The changes were submitted to the NRC as required by License Condition No. 23. Condition No. 23 should be revised to incorporate the June 1986 revision and to establish that future notifications to the NRC shall be made within 6 months of the change.
Condition 23 should read as follows:
The licensee shall implement, maintain, and execute the Radiological Contingency Plan, except for all classified subsections (1.2.2.1,1.2.2.2, 1.2.2.5,1.3, 2.1.1.1, and 2.1.1.2) transmitted by letter dated November 12, 1981, and as revised by letter dated June 3, 1986. The licensee shall pre-pare and maintain implementing procedures for the Radiological Contingency Plan. In addition, the licensee shall make no change in the Plan, without the approval of the Commission, if the change would decrease the effective-ness of the Plan. The licensee may make changes to the Plan provided the changes do not decrease the effectiveness of the Plan. Within 6 months of the change, the licensee shall provide a description (six copies) of the change to the Director, Division of Fuel Cycle and Material Safety, U.S. Nuclear Regulatory Commission, Washington, DC 20555.
CONCLUSION / RECOMMENDATION The NRC staff concludes that no undue risk to the public health and safety or to the environment will occur if the application is approved. The proposed act1vities 3
are in accordance with the provisions of 10 CFR 70. Accordingly, the staff recommends approval of the applications.
The Region I Project Inspector has no objections to this action.
