SUMMARY

OF TELEPHONE CONFERENCE TO DISCUSS WESTINGHOUSE RESPONSES TO AP600 EMERGENCY RESPONSE GUIDELINE COMMENTS On August 26, 1997, the Nuclear Regulatory Comission (NRC) staff, an NRC contractor, and Westinghouse (see Attachment) conducted a telephone conference-(telecon) concerning the AP600 Emergency Response Guidelines (ERGS). NRC

- coments on the ERGS were provided to Westinghouse via NRC letters dated February 6, March 13, and April 9,1997. Westinghouse subsequently revised the ERGS and the Adverse System Interactions (ASI) evaluation report to address the NRC coments. The purpose of the telecon was to discuss how the NRC coments were addressed in the revised ERGS.

The following is a sumary of actions from the telecon:

Westinghouse agreed to formally document its responses to the three NRC ERG coment letters.

Westinghouse will revise the introduction to the ERG background document to discuss the need for the E0P writers to identify the continuous action steps. Westinghouse will provide some examples of ERG steps which are subject to continuous action.

Westinghouse will revise the introduction to the ERG background document to explain what is meant by the statement " Evaluate Long Term Plant h

Status" which appears in a number of ERGS. -This discussion will include g

the COL applicants development of an accident management plan and its relationship to the ERGS /EOPs. 3 Westinghouse will place a statement in the introduction to the ERG background document which directs the E0P writer to consider the insights identified in Chapter 3 of the ASI report, WCAP-14477.

Westinghouse will include a discussion in its response to coment #1 of the NRC February 6,1997, letter which will address that adverse interactions from the pressurizer spray and reactor head vent were reviewed but that no interactions were found.

Westinghouse will revise ERG procedures-AES-0.1 and AES-0.2 as comented in its response to coment #7 of the February 6,1997, NRC letter.

Westinghouse will revise its response to coment #8 of the NRC Febru-ary 6, 1997, letter by noting that the ERG background document discusses the role of automatic trip of the pressurizer heaters.

Westinghouse will clarify its res)onse to comment #18 of NRC letter dated April 9. 1997, to explain t1at there is no backup for the accumu-i lators and none needed when they are isolated in step 25 of AE-3.

Westinghouse will issue an errata on the ASI evaluation report, WCAP-14477, Section 3.2, Subsection 2.2.1, which clarifies that ERGS permit restart of the RCPs after reset on an SI signal - and do not allow the operator to block the CMT actuation, original signed by:
