.vtoafa M gro,e onem-ENCLOSURE 1 NOTICE OF VIOLATION Ge eral Electric Company Docket No. 70-1113 Vilmington, NC License No. SNM-1097 Ouaing the Nuclear Regulatory Commission (NRC) inspection conducted on July 14-18, 1986, a violation of NRC requirements was identified. The violation involved failure to follow the current approved plant procedures. In accordance with the " General Statement of Policy and Procedure for NRC Enforcement Actions,"

10 CFR part 2, Appendix C (1985), the violation is listed below:

70.51(c) requires the licensee to establish, maintain and follow written material control and accounting procedures.

Section 4.1.5.3 of Quality Information Equipment Plan No. B-40.1, Revision 8 requires scale calibration and maintenance data to be maintained on the scales.

Section 8.1.1 of Quality Information EQ ent Plan No. B-40. evision 8 requires tability to be calibrate Contrary to the above, starting June 13, 1986, Quality Information Equipment Plan No. B-40.1, Revision 8 was not being followed. The calibration and maintenance data maintained on scales were incorrect since the tag showed the calibration due date as the end of the next month which was not consistent with the provisions of section 8 1.1.

This is a Severity L.evel V Violation (Supplement III).

Pursuant to the provisions of 10 CFR 2.201, General Electric Company is hereby required to submit to this Office within 30 days of the date of the letter transmitting this Notice a written statement or explanation in reply including:

(1) admission or denial of the violation, (2) the reason for the violation if admitted, (3) the corrective steps which have been taken and the results achieved, (4) the corrective gteps which will be taken to avoid further violations, and (5) the date when full compliance will be achieved. Where good cause is shown, consideration will be given to extending the response time.
