o APPENDIX A NOTICE OF VIOLATION General Electric Company Docket No. 70-1113 W11mington Manufacturing Department License No. SNM-1097 As a result of the inspection conducted on October 12-16, 1981, and in accordance with the Interim Enforcement Policy, 45 FR 66754 (October 7,1980), the following violations were identified.
A.
10 CFR 70.57(b)(10) requires the licensee to evaluate with appropriate statistical methods all measurement control program data and information, and relevant process data used to establish random error variances.
Contrary to the above, the licensee failed to use appropriate statistical methods to evaluate the measurement control program data used to establish the random error variance associated with the dichromate titration analyti-cal measurcment method.
The measurement control data for materials containing dissimilar uranium concentrations and homogeneity were pooled to establish a single random error variance.
It is inappropriate to pool data from materials which are dissimilar in such characteristics.
This is a Severity Level V Violation (Supplement III).
B.
10 CFR 70.57(b)(5) requires the licensee to establish a measurement control program which includes provisions for the review and approval, before use, of written procedures for recording, analyting and reporting the program data and information.
Contrary to the above, the licensee fail _ed to establis.h written procedures for statistically analyzing the measurement control data used to establish measurement bias and systematic error associated with the following analyti-cal measurement systems:
di:hromate titration; mass spectrographic; radiometric enrichment; and gravimetric.
This is a Severity Level V Viol? tion (Supplement III).
Pursuant to the provisions of 10 CFD. 2.201, you are hereby required to submit to this office within thirty days of tt e date of this Notice, a written statement or explanation in reply, including:
(1) admission or denial of the alleged viola-tions; (2) the reasons for the violations if admitted; (3) the corrective :;teps which have been taken and the results achieved; (4) corrective steps which will be taken to avoid further violations; and (5) the date when full compliance will be achieved. Consideration may be given to extending your response time for good cause shown.
Under the authority of Section 182 of the Atomic Energy Act of 1954, as amended, this response shall be submitted under oath or affirmation.
