PILGRIM STATUS REPORT FOR THE PERIOD JANUARY 29, -

FEBRUARY 11, 1987 Enclosed is the Pilgrim bi-weekly status report from the NRC Resident Office at Pilgrim. Three NRC resident inspectors and several region based inspectors monitored activities at the plant during the report period. The licensee commenced defueling on February. 6,1987 to support performance of certain plant modifications and inservice inspection on the reactor vessel.

These status reports are intended to provide NRC management and the public with an overview of plant activities and NRC inspection activities. Subsequent in-spection reports will address many of these topics in more detail.

F ENCLOSURE PILGRIM STATUS REPORT FOR THE PERIOD JANUARY 29, - FEBRUARY 11, 1987 1.0 Plant Status As of 8:00 a.m. on February 11, 1987, the reactor was being defueled with moderator temperature about 85 degrees fahrenheit.

2.0 Facility Operations Summary The plant has been shut down for maintenance, and to make program improvements since April 12, 1986. The present outage will continue until June 1987 and will include reactor refueling.

Preparations for reactor defueling were completed on February 6,1987.

The licensee is in the process of transferring all fuel from the reactor vessel to the fuel storage pool. This will allow performance of certain plant modifications which are more easily done without fuel in the reactor. Fuel reload is scheduled to begin in approximately two months.

3.0 Items of Special Interest Scheduled Management Meeting A meeting between NRC Region I and Boston Edison senior management was conducted at the licensee's Chiltonville Training Center on February 2, 1987. Representatives of the Plymouth Board of Selectmen, the Town Advisory Committee on Nuclear Matters, Massachusetts Civil Defense Agency and the local press were in attendance. This was one of the series of ongoing management meetings which provide NRC management the opportunity to closely monitor the progress of licensee improvement programs. The next meeting is tentatively scheduled for April, 1987.

Licensee Management Realignment The licensee announced on February 4, that Mr. K. Roberts, the current Outage Manager at Pilgrim, will replace Mr. A. Pederson as the Plant Manager. Mr. Roberts will report to the Vice President of Nuclear Operations. Mr. Pederson will be a staff assistant to the Senior Vice President-Nuclear. The site disciplines have been reorganized, with training, fire protection, security, and emergency planning reporting directly to the Vice President of Nuclear Operations. Plant operations, maint. nance, radiation protection, technical, and outage management groups will report to the Plant Manager. This realignment was effective February 4.

Commencement of Fuel Offload The licensee commenced reactor defueling on the evening of February 6,1987.

The first fuel assembly was removed from the core at 8:45 pm. By 8:00 am on Wednesday February 11, 330 of 580 fuel assemblies had been transferred

from the reactor vessel to the spent fuel storage pool. The licensee plans to totally off load the core to facilitate certain modifications, including replacement of the vessel level instrument reference legs. It is expected to take ten days to complete reactor defueling. Scheduled modification and maintenance work will last approximately two months with fuel reload to follow.

4.0 Emergency Notification System (ENS) Reports During this period, the licensee made two reports to NRC pursuant to 10 CFR 50.72. These reports described the following incidents.

A. On February 5, 1987 the licensee reported three timing discrepancies that occurred during a simulated loss of offsite power test. The discrepancies included: (1) one of two emergency diesel generators loaded slightly late, (2) an emergency core cooling pump started early and (3) an alterna.te site power supply to the safeguards buses loaded early. The equipment was adjusted and the test was subsequently passed. The licensee and the NRC are reviewing the results of the tests.

B. On February 6,1987 the licensee discovered potentially degraded fire barriers during a periodic fire protection inspection. The licensee established fire watches in the area according to NRC requirements.

Similar barrier problems were reported earlier in the outage. The NRC will review the corrective actions prior to startup.

5.0 NRC Staff Status During the Period Three NRC Resident Inspectors monitored plant activities between January 29, and February 11, 1987. The inspection staff at Pilgrim during the report period corsisted of the following:

Martin McBride, Ph.D. --- Senior Resident Inspector Jeffrey Lyash --- Resident Inspector Tae Kim --- Resident Inspector Eight NRC specialist inspectors were also onsite during the period. Areas examined by the inspectors included: 1) ongoing modifications, 2) the on-site worker radiation protection program, 3) the station maintenance pro-gram, 4) snubber testing, 5) nuclear materials control and accounting, and

6) followup on previous NRC identified issues. In addition, NRC senior management was onsite on February 2 for a conference with licensee management.
